Thank you so much to revive the hope of city builders’ fans with this new game!
It would be very interesting to have “Protected Areas”. These locations of high natural, ecological and/or historical/cultural value could pre-defined or created by the District and Cities authorities. Pre-defined ones would be set when the land is created, for example on a forest area, migrating animals’ areas, around main springs or a castle. Created one should also respond to particular protection need(s), meaning that the land should have a predefined ecological/cultural value according to the presence of wildlife, rare trees species or special buildings (the sadistic version could include radioactive dumpsite…). Created protected area may also result from the adoption of a particular policy (Heritage bill, tourism promotion, nature conservancy, etc.) or from a petition of the inhabitants (in particular in reaction to zoning in high value area or the construction of major infrastructure such as airport, harbor, etc.). Protected area could be also suppressed but this will generate costs. These costs will be financial, economic and “political/social” (loss of visitors’ taxes, jobs, attractiveness, unhappiness, public protest…).
Protected areas would incur installations and operational costs. In case of predefined ones, no costs will be supported by the District/Cities until it reach a certain level of tax income. If the District/Cities decide to suppress such predefined area to avoid supporting the costs or for other reasons, a compensation will have to be paid.
Protected area could be planned, like with the so much wanted tool for road planning discussed in previous posts. On the other hand, planning a highway through these value areas would call a warning message on possible costs.
