You get Steam keys from webshop, but Johan said once that they get more money if you buy from them.Doesn't PDS only give you a link to get games off from retailers and not directly from them? I am not sure though but that is what I saw the last time I checked.

I'm sure GG will sell steam keys for spritepacks tooI only use blue coins to get spritepacks or DLCs and I think EUIV and probably future games would require steam therefore my blue coins would be useless.

Just go with whatever is the cheapest for you - everyone is selling you Steam codes anyway. Picking the Paradox Plaza is the one that gets Paradox the highest return.

You get a free copy of CK2. Which is nice and im pretty sure all the preorders are the same from GG and Steam.
Checked GG and yup they do give out free CK2 copies but unfortunately I already owned 2 copies of CK2 (steam and non-steam) and it does sound tempting since I got a friend that I want to get in to this kind of game.
Edit: I want to know if Steam will be offering the same though. For 5 bucks I would instantly go with GG. I would not think twice of buying it from PDS but unfortunately they charge me with in GBP and it would cost me like an extra $27 and that is a huge amount of money.
