There already are repeatable techs that make planetside construction cheaper and faster. But, yeah, by the time you can afford them (over something more useful), it's already late game. Also, their effects-per-research are pretty weak.

1.5 is going to double the effects of these repeatables and there will be a new rare tech that cuts the planetside build speed by half. According to the stream, it can show up pretty early on.

I also agree that these techs should have an effect on space stations (perhaps not full effect, but still some). As for buffing space mining production - those should be tied to existing techs that buff energy and mineral production. Science "mining" probably shouldn't be getting stronger.
