The expansions did something in this line.

You can't declare war at all without a CB, and you fabricate them during peacetime as a diplomatic action which takes time. If your fabrication attempt is detected, you incur part of the infamy cost of the CB; if it isn't, you get your CB without incurring any Infamy and can now declare war Infamy-free to take something covered by that CB. (Of course, any wargoals you add during a war without having an unexpended CB of that type still have their full Infamy cost.)

What they didn't fix was that Germany can trivially burn tens of Infamy a year by releasing OPMs and reabsorbing them :)
In other words,the basic system is still fundamentally the same, except that, instead of randomly getting a free CB every so often (which, more often than not, is totally useless under the circumstances), you now have a random chance of lowering the Infamy cost of an action of your choosing to zero, or of incurring some part of the Infamy without even declaring war?

I think I'd like to see the dependency system of Victoria 3 be more like the one for Hearts of Iron 4; where the degree of control one state has over another is varient, thus allowing for the unique relationships that happned in this period such as Austria Hungary, French Morroco, the early period of Japanese control of Korea before total annexation, the British protectorate of Egypt, ect. Also, sphere of influence should be specific territories that you have economic control over, rather than access over the economy of an entire country, like it was in history.

And condominiums like Anglo-Egyptian Sudan or split spheres of influence like Russian and British influence in their respective parts of Persia. :)

As a non-westernized country (i.e. Japan at game start), one can navigate between siding with one influencing power over another, play them off one another, and/or fighting to maintain independence.

Nejd should be as OP as Vic II. I had so much fun with this country, clearly top 10 most powerful countries in the game (I rank it a bit low beacuse it needs at least a veteran-level skill).

*National ideas similar to EU4 - the ability to say focus on army if playing a continental power like Germany and Russia or navy & trade if playing a maritime power like Great Britain or Japan.
*Combat system more similar to HOI4, including the ability to automate the fine details of your army's actions.
*Ability to freely rename provinces, states and individual ships. At the least, cultural names for at least certain provinces (so Istanbul becomes Constantinople if taken by Greece or Tsargrad if held by Russia).
*Autonomy system similar to HOI4, including the ability to diplo-annex nations.
*Submarines and aircraft actually properly represented. They played major parts in WW1 and are barely present in Vicky.
*Cabinet system like HOI4 or HOI3, at least for civilised nations.
*More room for ahistorical options.
*Less rebel hordes everywhere.

I know that my presumption about release date of Vicky 3 is probably wrong,but what i want to say is that HOI3 was released in 2009 and HOI4 came 7 years later,there was another game following this pattern,although i cant remember which, Vicky 2 was released in 2010 what leads to me to believe that Vicky 3 will be release or atleast announced in 2017,this is just my thought

Could there be alternatives to westernization or civilizing? The west does not need THAT much of an artificial advantage with how strong the countries are in victoria 2. It is sort of paradoxial to say that Victoria era China is "uncivilized"

Not trying to start a flamewar or upset anyone. I am not talking about an even playing field, just something that is not so parochial.

Would something like the institutions system from EUIV work in Vicky?

(We already have a delineation between technology and inventions after all... ;) )

Maybe attending a World's Fair can be a way to help spread inventions to other countries (in exchange for prestige gained for the inventing country?); in this way, countries can gain access to inventions without initially having the means to replicate it themselves.

Until that technology gap is reached, that country will have to import the finished goods until they can make it themselves and/or have a large enough demand for the goods by their pops (via increased consciousness levels?) -- maybe countries can also help this by sending pops to study abroad (a double-edged sword for some nations...), especially if they are a protectorate/sphereling of a great power?

Hard to disagree with this list overall, except for the first point. National ideas are an abstraction that is not needed in Victoria. We currently get POPs and less linear technologies - vastly preferable to jarring, static bonuses. IIRC there's also the opportunity to change research schools to get a slight edge in some areas of research, coupled with negative bonuses in the other research areas. (I haven't played vanilla in a while, but I don't think that's a PDM feature.) To me at least, the sum total of this is more than enough to nudge countries into certain areas, whilst avoiding the artificial and constrictive feeling I get from EUIV's National Ideas.

I just got the idea that maybe if you are playing a more primitive or non-western nation, your country does not think of itself as primitive?

Though since i had time to think, it fits the games narrative to have one part of the world generalizing the other part.
