You have to not be an Absolute Monarchy, but if you're role-playing the Kaiserreich, that's entirely correct and reasonable as an outcome; Friedrich Wilhelm IV introduced a constitution for the Kingdom of Prussia in 1848.The problem is if you want to play as, for example, historical German Empire. There are useful resources in the poles, such as Oil and fishI could see it used for exploration of Africa, but in no way about the poles. That would mean adding A LOT of sea and land provinces that are basically worthless. That costs resources.

If they wanna go historical, units would be recruited from regions and stuff like culture or religion would be mixed (even into 1 regiment). Just check the Austrian army.I´d like a national manpower pool, not alot of small chunks - sometimes many small pop-groups that were to small to support a Regiment... EU and HoI has it, and although I can see why Victoria has it, I still think its a nuisance...
Also, new culture generation: If I as the British release New Zealand as a dominion, all the primary pops (in this case "British") instantly change to "New Zealanders". It just feels odd that only Canadians are sort of represented.
Only Italians or Germans would know about those groups and notice the differences between them.
The thing is that there are much more subcultures than just prussian and bavarian, like swabian, rhinelandish and hannoverian.I'm pretty sure that even non Germans can tell the difference between a Bavarian and a North German (or probably even a German from any place that is not Bavaria).
