I think that almost everybody agrees that Espionage is most useless Idea Group and I have seen many ideas/proposals to improve it.
Since I can not bother to check them all to see whether something like this was already proposed I will just spam you with my ideas:
1) bribe mercenaries - action available during battle, swaps ownership of a number of mercenary regiments; higher chance of success if e.g. opponent has loans (which would indicate that he may have problems with cash flow and paying on time), other variables may influence it as well - historically unpaid mercenaries went rogue or switched sides
-- another option could be to induce enemy regular regiments to desert, e.g. if low stability, legitimacy, prestige, ... take your pick; would work best with infantry, worse chance with cavalry
2) tick-up enemy disaster (revolt) - action available every X years, allow to instantly increase chance of e.g. civil or peasant war in enemy country
