With the way cores being handled changed, and magistrates removed, is there any word on whether this mechanic has some equivalent carrying over? Or are we doomed to see filthy not-our-nation cores on our land forever?

Promote Cultural Unity was an EU3 province decision to remove cores of non-existing nations from a province.

Sorry, I forgot haven't played EU3 in months........

My guess is that there will be a way to do it using the monarch power points or the New Envoys. Since you can create cores for your Nation and Cores are such a central principle to the game. Hopefully it won't be cheap or easy otherwise it will be too easy to rule your Nation without revolts.

Administration IS a kind of Monarch point - So is Diplomatic and Military.

Admin is used for the core mechanic, Diplo for culture, and Military for "harsh treatment", reducing the rebel chance while you're doing the other two.

Edit: There does seem to be some historical events where culture shifts are possible. Like creating new nations where more cultures are historically accepted. For everyone else, you're going to have to weigh the cost in diplomatic points (anywhere from 80 to 250 as I recall from Quill's previews) against the bonuses you gain (You lose manpower and taxes if a province's culture isn't fully accepted in your nation)
