Promise Territory Bug

I called Mamluks in with promise territory, they don't want any provinces.

That's an usual bug. If that's not different on this patch, you can try to give them occupation of any province they want (red, AND yellow, even those out of coring range), and that "fixes" the bug, the AI realizes you offer him everything and that's him not wanting it.
