Plenty are already unhappy that there is no Cities Skylines 2 yet and Paradox and Colossal Order keep making and releasing DLCs for Cities Skylines so I don't think this will make much difference.

Plus if its something really good like what happened with Plazas and Promenades a lot of people will just go with it.

People will care if more DLC is released when there's still bugs in the last two not fixed. I'd also suggest P&P being "really good" is your opinion. I think the Steam reviews and bug reporting forum here tell a different story.

There's only 9 tiles and already too much DLC. Eventually existing players move on and new players are put off the cost. I don't know of any game that would release two full price DLC in two months.

Anyway, this is idle speculation, I really hope it's a not another paid DLC so soon after the last one. There are too many things already in the game that need fixing/improving.

Fallout 3 had 2 DLCs in May and June 2009 and Fallout 4 got 6 between March and August 2016.
