Introduction:
‘The exploitation of interstellar bodies has until this moment been a purely civilian adventure co-ordinated under military oversight. With the current proposal to take steps to subjugate and exploit target Blue Danube, we stand at the brink of a paradigm shift in the way in which Earth conducts its affairs with regards to our immediate extra-solar environment.
From spy satellites and radio sweeps, Blue Danube appears to be at a technological analogue to our own period of 1950-70. The opposition forces (OPFOR) appear to be disorganised and have their own affairs to deal with amongst themselves. This disorganisation of the OPFOR of Blue Danube is key to our success, since our projections are currently that we can strike on multiple fronts and bring large areas under control for exploitation before there will be any semblance of a unified response.
The economic exploitation of this planet means that this war must be conducted in a limited fashion, since the nitrogen-oxygen mix of the planetary surface is close enough to earth-like to have a high probability of successful agricultural exploitation. Raw materials and minerals also abound and a conclusive, brief campaign should allow exploitation of massive amounts of copper, pyrites, zinc and industrial diamonds. Indications are that large pockets of natural gas and oil are being used by the OPFOR to fuel their own technologies, which will allow us to exploit those resources for plastics and synthetic materials. Finally if some means of communication with the OPFOR can be devised, it could be possible to exploit the massive reserves of manpower they represent.
It must be remembered however that the campaign must be conducted with a minimum of losses and the maximum damage to the OPFOR in the shortest time. The longer this war drags on, the less utility it provides to Earth.’

Continuity of Operations.
Operation Blue Danube necessitates a withdrawal of a moderate portion of the existing stellar assets from their roles on civilian projects. Despite this removal of oversight, it is expected that private security concerns operating those last generation vessels that have been put into service will be able to provide adequate disaster relief and protection. Rogue Colonist activity has remained steadily low for several years now and the Third Fleet will remain on a general interdiction of any troublemakers throughout Earth Government Space. First Fleet and several factory ships from the Second Fleet’s logistical squadron will be made available in order to ensure that there will be sufficient materiel for troops in the field, even if this retards the initial outflow of materials to Earth. Second Fleet’s primary patrol and battle fleet vessels will be held at Low-Earth-Orbit (LEO) for refit and refuelling, as well as upgrades and replacements. Work will be carried out at the LEO-Shipyards Sunset and Sunrise.
Extra-Solar freight and transits should retain their characteristic speeds however with the extension of operational requirements into the hostile zone, expansion of the stellar freight fleet assets will be undertaken within the next 12-18 months, with supply from Blue Danube expected to be en-route to Earth within 20 months of bridgehead. There will be no relaxation of customs tariffs or personal travel restrictions.
The number of members of the Scientific Community who have volunteered their services to Earth Force is currently at 9,640 and that number is expected to increase as technical requirements for Blue Danube become more apparent and public dissemination of the invasion occurs.
Blue Danube can be understood to represent an expensive initial outlay that will direct our attention away from existing projects, however it must be reaffirmed that Earth can benefit from the geological and atmospheric similarities. Blue Danube represents the ability to channel resources to Earth on a scale and at a cost that could arguably call for the withdrawal of humanity from more inhospitable colonies.
Earth Force Standing Assets.
Aside from Stellar branch personnel, the Earth Force has standing forces of Land, Police, Intel, Aerial and Naval forces in excess of 1,000,000 personnel. That manpower is distributed across the entirety of the colonies and Earth itself, with liquidity from reallocations and replacements able to provide an initial outlay of approximately 200,000 veteran personnel. This number has been transferred and berthed with the First Fleet.
The First Fleet and it’s adjuncts from Second Fleet currently consists of the following vessels.

This represents a sizable portion of the stellar fleet and contains a full third of Stellar branch personnel (1.000.000). Despite this however priority has been given to production and protection of that as opposed to heavy orbital firepower. Asteroid bombing, whilst efficacious as proven in the Siege of Rosamere will destroy the atmosphere and reduce the economic potential that Blue Danube represents.
Earth Force Mobilisation.
Earth Force is capable of calling upon a reserve of 10,000,000 personnel who have seen military service, though that number is again spread through Earth Government Space. This reserve will ideally remain untouched, should Rogue Colonies or some other interstellar threat presents itself, after all if the OPFOR exists, who is to say that a similar situation that we intend is not being planned by another OPFOR.
The requirements of the Blue Danube Campaign are forecast to not require any mobilisation beyond reinforcing the initial scratch force, the numbers for which can be drawn from those who are currently processing through the following institutions.

The infrastructure provided by the existing Military-Industrial-Educational complex and the current class rosters indicates that the prospect of a shooting war should allow the Earth Force to draw on these groups to serve in the field and behind the lines on and above Blue Danube.
It is projected that after rest and refit, Second Fleet will replace First Fleet in theatre. Tours of duty and oversight roles will be a primary role of both fleets even after the resolution of the initial phases of the war, since OPFOR could provide a long-term issue, and the requirement for an orbital first strike will demand the devotion of at least three Cruisers to active duty at all times. Long-term it is hoped however that First Fleet can base out of Blue Danube and explore the local cluster, whilst Second Fleet can be freed up for other duties. Projected resources from Blue Danube could allow for a significant enlargement of the Stellar branch.
Science, Technology and Industry.
Aforementioned has been the contribution of the scientific community to the proceedings that have allowed the development of the necessary military-industrial infrastructure to consider this project on a serious basis as opposed to a pipedream.
Improving this industrial infrastructure, enhancing its capacities for development and production is a major part of the goal of the Blue Danube campaign. By sending a high number of specialists and technicians as well as a large team of scientists, it is hoped that Blue Danube will provide both raw materials and scientific information that would otherwise be unavailable to Earth. The provision of multiple factory ships in excess of materiel requirements is a hope that in the medium-term that the new Quench class ships can be brought into low orbits or even brought to the surface to provide a core for industrial exploitation of Blue Danube. Research and application centres for the improvement of advanced industrial technologies will be centred on these Factory Ships in order to provide a tech-base for the Stellar branch presence in the system. Technical developments from experimentation and research into OPFOR usage of materials could also provide a unique insight that could open up new avenues.
The role of Blue Danube as a scientific test-bed will also allow practical applications of new weaponry in a field combat situation. Mastering design, manufacturing and assembly both in and in conquering alien environments as well as verifying experimental techniques provide plenty of technical challenges for the material sciences. Blue Danube will also provide an excellent environment for the analysis of the psychological effects of living in an Earth-like environment, potentially long term.
Finally a contingent of scientific teams made up of a multidisciplinary base will be dispatched to work alongside Task Force Commanders in order to allow them to direct research to immediate practical applications, ensuring a streamlined process of development with a minimum of reiterations where possible. These teams will also be responsible for developing platforms for new weaponry and creating lab systems on the planetary surface which can co-ordinate with both Orbital and Earth-Based institutions.

Combat Operations
Operational Doctrine for forces in the Blue Danube theatre has a number of ‘Limited War’ constraints in place for the purposes of ensuring a potential political settlement and retaining the economic viability.
Namely that:
1. Orbital Bombardments will require the assent of Earth Government Forces Executive and co-ordination amongst all Task Force Commanders.
2. OPFOR combatants and non-combatants are to have a minimum of exposure and interaction with Earth Government Forces. Social science and examination of OPFOR societal behaviour has to be conducted with the direct assent of Task Force Commanders.
Aside from these constraints the OPFOR can be exploited for the purposes of labour and resource extraction where possible. Prisoner capture controls have been removed

Domestic Considerations
The exploitation of Blue Danube will provide a massive amount of resources, intelligence and technological progress. It is crucial that these items are kept to the forefront of the media narrative of the campaign. The creation of a narrative of neutralising a threat from the OPFOR is of vital importance, and staged atrocity propaganda against our forces should we suffer any setbacks is a likely requirement of the press campaign, though OPFOR may save us the favour.
A cadre of reliable journalists has been dispatched with the First Fleet, and the announcement that Blue Danube was to be undertaken against a sentient species was delayed until the Fleet had reached near light speed. Aside from a cult of UFO worshippers who are demanding that we seek a peaceful agreement with these creatures, there seems to be only a muted interest in the OPFOR amongst general sections of the population. It is therefore of vital importance to emphasise their appearance and odd behaviours whilst simultaneously making them appear stupid. If we can use the media to provide a visual tale of a violent, barbarous species that we are nipping in the bud before they can threaten us then we might be able to weaken the dissent in the extra-solar colonies and simultaneously portray the government as decisive and forceful.
Ideally there will be a minimum of conscription or interference with day to day affairs for most persons in Earth Space. The mobilisation and standing assets sections have outlined how the repositioning of our forces in order to make this a reality will have been noticeable. Expansion of the Merchant fleet is a near immediate priority in order to maintain supply to extra-solar colonies, since there is still the potential for a coalition of rogue interests to form should Earth appear not to be a caring parent, as has happened in the past.
Aside from the potential of rebellion from outside the military and the issue of conducting war on the OPFOR, the primary domestic concern is related to the forces on the ground in Blue Danube. Operational requirements mean that a small number of personalities are going to have a lot of power concentrated in their hands, on a potential competitor planet to Earth, with manpower, colonists and resources. It is of prime imperative that the EGF Executive ensures that this remains tied to Earth’s benefit.

Concluding Remarks
The Blue Danube operation represents a revolution in military affairs, and it has necessitated a new white paper on strategic considerations. It is highly likely this paper will undergo several revisions as time occurs, due to experience gained in the field. Ultimately this is perhaps no more than a plan combined with speculation. Speculation is a poor way to do politics and no plan survives contact with the enemy. However there are reasons to be confident, as mentioned in the introduction and outlined afterward. Our technological, productive and organisational status should provide concrete advantages with regards to the subjugation of the OPFOR. Our gamble here is simple. Can Quality defeat Quantity? History says no, but we have a significant qualitative advantage here and so Earth rolls the dice.

The logic behind an extraterrestrial submarine academy is essentially that Europa is a crust of ice on a ball of water - the perfect environment for long-haul extended submarine campaigns and practise (not to mention the potential interesting objects that might reside under said ice). It also lets you know that Humanity has a population that is now spread across the solar system. Though their subs are much advanced on the diesel-electric silent killers we know and love today.

The NS slider is renamed 'Earth Dictatorship' for a reason! 
Aside from fluff pieces (these will comprise the country back-stories for the respective human forces), I have also completed the political map and continued with interface gfx work, added the ministers for the humans and had some inspiration about event chains. Main priorities are currently awaiting further map work (navaldist.tbl/some graphical overlooked mistakes on my part), assigning correct IC/ports/forts/infra/vp values to the map, developing and laying out a tech-tree (Input or suggestions on this are definitely on the table), designation of OOB's, creation of ministers for the aliens, completion of interface rework.
The mod is shaping up nicely and is functional, though it is not yet in a state that I would deem playable.

I kind of wonder if the requirements of interstellar warfare mean that dictatorships have an advantage in that arena. For example, I could see a democracy struggling to get everyone on board about an imminent interstellar threat before it is too late and an attack is launched on them. Or an expanding, peaceful stellar democracy running into some battle hardened empire and getting systematically conquered.
Have you ever read Larry Niven? - https://en.wikipedia.org/wiki/Man-Kzin_Wars#First_Man-Kzin_War - these guys are the utter opposite. The goal of this Mod is to discard the Sci-Fi norm that humans are a peaceful, 'everyman' race and portray us for what we really are - militaristic, divided and ambitious!
I tend to agree with that outlook. I think you would quite like the books Old Man's war and its sequel the Ghost Brigades. The world you are building reminds me of quite a few elements in those books, including a full on stellar dictatorship and Humanity taking its ways to the stars and stirring up trouble!
His collab with Pournelle (who has quite a reputation* but is generally a good read), the Co-Dominium series has a government that we can't quite call democratic, and that's early on, let alone later developments.
*One he would be the first to agree with.
I guess it all depends on the threat or situation. You can have as much space democracy you want if the aliens are like in Mass Effect, where they have some galactic council and with clear coexistence-prosperity aims. Theres not much of a reason to have an earth empire and galaxy conquering armies, if aliens voluntarily come forward and offer parley.
But the mostlikely scenario, which is the most common for scifi settings: a resource depleted earth has to expand to survive. Such a thing leads to war veteran earth, thus a quite militarized society and earth state. Today, even with minor resource conflicts the central civil bureaucracy controls. But when major wars erupt the military matter always take power, even in democratic nations. But the mostlikely scenario, which is the most common for scifi settings: a resource depleted earth has to expand to survive. Such a thing leads to war veteran earth, thus a quite militarized society and earth state. Today, even with minor resource conflicts the central civil bureaucracy controls. But when major wars erupt the military matter always take power, even in democratic nations. If you look back to the earlier pages of this and the DB forum on the Kaiserreich Forums and you'll see I reference Co-Dominium and such ideas, though I am now doubting whether we'll see Mercenaries (it might be a decision to use Penal Troops or Private Contractors)

Hi, I burnt out a little at the prospect of getting a whole damn planet's resources mapped out over approx 1600 provs. However I did my last university exam a week ago and I am starting to get sick and tired of idleness (though Factorio (get it... get it now...) will be competing for my time).
