Make sure you're using the +compatible version of culturally different cities; the other version will overwrite PB's cultures, causing the issues you mention.For some strange reason some cultures (most notably South Italian one and Berbers) are changed to "noculture".
I'm using PB. Viet (only compatible modules), SWMH, culturally different cities and Arko pack.

It's probably due to the crown law issue.Correct me if I'm wrong, but we should be able to replace army leaders at any crown authority level, yes? Ever since forming k_wales, I've lost the ability to appoint army leaders. I also noticed that I was missing all the crown laws -- an event fired to give me king's peace, but I didn't have any of the others. I edited my save to give me basic level crown laws for all of those, but I still cannot appoint army leaders.
It's a hidden event, so there won't be a pop-up. Let the game run for a month or two and you should have your crown laws.The event doesn't seem to be firing. I tried triggering the event manually, and I don't get anything popping up either.
Fixed now. Download latest beta.Ran it for two years and I didn't get the crown laws. However, when I made it non-hidden, then it worked perfectly.
As the diplomacy AI is mostly hardcoded, that is almost certainly a vanilla issue.I've noticed in my game Saxony (formed by Ostlandet) can diplo-vassalize many neighboring OPMs - when I load up as them the AI says "yes" - but isn't doing it. Not sure if it's a mod issue or a vanilla one, but it's making Norway ripe for the taking.
Do note that in 1066 they start with a terrible ruler (lowering troops due to opinion, and holding few castles), and a theme system in decay (further lowering their troops).I understand what you are saying. It makes sense...
But in 867 the Byzantines, with a third less land/provinces, start with 5203 troops from vassals and 1865 from demesne.
While in 1066, with a third more land/provinces, start with 7311 troops from vassals and 1419 from demesne.
So in 200 years worth of building construction and reconquest of lost territory, they only gain 2108 more troops from vassals and actually 446 less troops from demesne? :huh:
Provincial culture isn't that big of a deal anyway.- Provincial culture spread takes 50% longer in empires
- Higher requirements for empires to declare holy war on target duchies
- To form an empire you need to hold or control all territory of each dejure kingdom within it (some exceptions for certain titles)
- Empires get 10% less max levy from burghers, 15% less from clergy, and 20% less from nobles
- Holding an empire gives the same amount of prestige as a kingdom
It just feels like empires (which presumably is what most players will strive to create or be at some point in their campaigns) are screwed, specially the Byzantines. :unsure:
The two empires in 1066 (HRE and ERE) are severely weakened due to their historical nature. Newly formed empires however have next to no penalties associated with them any more.But the one thing I am bummed about PB, my only complain, is how much empires are weakened.
Byzantines are not meant to be forming kingdoms except those external to the dejure empire.there seems to be an issue with forming kingdoms as the byzantine emperor. you cant create any of the kingdoms in the empire area so now i have a Bulgaria with none of the Bulgarian territory because i took it all but i cant usurp it.
Eh, maybe.I wonder if the subjugation casus belli should be limited to realms under a certain size, even if they're duchies. In my most recent game I was able to use it to unify England fairly easily after invading Wessex, and once I added that to my fairly large existing lands (Brittany, two provinces in Wales, and half of Ireland) I had a pretty large realm on the cheap.

1) Create the Byzantine Empire if I conquer all the required territory?
2) If so, would the newly created Byzantine Empire have the same penalties (the decayed theme system), that the non-shattered states Byzantine Empire does?
I would think that a newly formed Byzantine Empire in the shattered states "scenario" should not have such penalty to simulate an empire on the rise (from one province county), as opposed to an empire in decline like the non-shattered states empire.
3) Would a created Byzantine Empire using the shattered states "scenario" have access to the Heal the Great Schism and Restore Roman Empire that the non-shattered states Byzantine Empire does?

So you've got PB, PB+SWMH, and SWMH all enabled? If not, make sure you've got all three enabled.I just downloaded the new PB and the new SWMH and I still am having the issue where the map is almost all wasteland (Yes I am using the compatibility module, and no I am not using any other mods)
It's possible the Mac version doesn't handle dependencies properly.They are all three enabled.
Whenever I play Project Balance alone, or SWMH alone it works. Just not together.

Also, I can't really merge the mods manually since on a mac you cannot merge folders, only replace.

Vanilla tourneys were restored in PB several versions ago.Would it be possible to either make the tourneys toggleable from the intrigue tab, limit their availability, or reduce the mortality rate of these tourneys? In a large-ish empire like the Byzantines, male nobles keep dropping like flies with the 'slain in personal combat against x' description. I don't know for sure what's going on, but my guess is that it's because any landed noble can organise a tourney, so at any given moment there are many tourneys going on. I have all the other options, like child mortality, and old age modifier enabled and these tourneys are still the number one extinguisher of minor dynasties. Maybe it's realistic but it's kind of frustrating to hand out a bunch of land then have to redistribute them again to less talented courtiers because my preferred candidates slaughtered each other in meaningless tourneys within a year.
(Playing with PB+VIET, but the jousting events are a PB feature, I think?)

I agree for the 1066 start date (sniff my poor Greeks sniff) but is that also the case for 867? If the Byzantine Empire's infrastructure is good enough to have a partially reformed theme system in 867, as opposed to the fully decayed system they have in 1066, shouldn't some of their vassals in 867 be content?
To my knowledge, normal titles are supposed to be destroyed if the holder becomes completely unlanded and vassal-less.still the Bulgaria thing is vary annoying as i own all of Bulgaria but the kingdom still exists an al the vassals are subject to its laws and its ruler. could you make it so that when a kingdom losses all of its dejure territory the kingdom is destroyed?
