Great to hear!

I was at level 5 actually, but still for a random mountainous province in Iran:
-Base +6, Mountain +2, Tech +62.5%, Own realm +160% = 25.8K

Also why do some provinces give +160%, some +200%, and some +240%, even though it's all "Own realm"?
40% for each holding.

I am trying to switch crown levies from low to medium.
I have all the requirements exept it says I need to have harsh crown levies to do so.
This will make it impossible, this is a bug right?
It's actually either meet all the other stuff, or have harsh crown levies.
The requirement you're probably failing is the opinion requirement, as custom tooltips will always show up as true even if they're not.

I have gone through my vassals and my court throwing money and doing everything to raise their opinion of me. The lowes now is +1. It is still not working.
This is the correct place to find the ones I need right?
Only your vassals should matter, yeah.
If everyone that's duke tier or above has the necessary opinion or higher, and you meet all the other criteria, you should be able to implement the law.
If not, send me the save so I can look into it.

Are factions different in PB+SWMH? Burgundian and Italian vassals had basically factions for independence as Heinrich IV.

I think the HRE's vassals are too complacent to succession law changes. It's possible to change it to Primogeniture on your second ruler, and your vassals don't care more than a temporary -30. Is it possible to have an event or something to make it more difficult?
I'm unable to parse your first sentence.
I should probably restrict succession law more for the HRE more, but I'm not quite sure how yet. Might tie it to the Decentralized HRE law, I suppose.

That's the one. Just deleted my Paradox folder in My Documents and it's working as normal.
Glad it worked. Sometimes I move things around a bit to make modding easier and such, and that'll sometimes mess up flags until the gfx folder has been flushed.
Does this mod split England in the 1066 start so that William only controls the bottom right corner and there's a Northumberland king and others?
I believe he starts like that in the post-Hastings start in vanilla as well. I certainly haven't changed anything about it.

I'm slowing down my release schedule a bit now. It's even possible there won't be a patch today.
Is it intended that at the William the Conqueror start, the war of the two Eriks (in Sweden) leads to an independent Uppland if Erik af Munsö surrenders? However, if he wins the war then Sweden becomes united with him as the (pagan) king. Shouldn't it be a rebellion rather than a war for the crown between two independent realms?
I committed a fix for that to the beta branch yesterday. It's a vanilla bug, and I've reported it to Paradox as well.

Hey Meneth, would you be able to tie Prepared Invasion to Norse and Norman cultures rather than the Norse religion? Because I think that would be great, especially in terms of reflecting the Norman Invasion of the Balkans!
I believe the landless adventurer mechanic is supposed to reflect the Norman invasion of Sicily, not Prepared Invasions.

The initial tech levels are hardcoded, but the tech advancement rates can be modified based on culture (via culture modifiers in static_modifiers). So it should at least be possible to slow down tech increase for the Mongols, even reduce it to zero in theory.
Won't affect them while they're off-map though.
PB+SWMH:

Almoravids&Fatimids gobble up the Saharan provinces very easily. For SWMH it is w.a.d, of course, but I think Project Balance is all about making the life of blobs miserable.

Also, I am not sure I understand the 'Great Holy War' requirements. And there is no check for it. I have a vassalized religious head (West African Church), who has 100 opinion of me. I have 1000 piety, holy war is off cooldown, I meet the non-dejure holy war requirements and it is past 1100. I still can't call a GHW on Almoravids (my neighbours)
They shouldn't be gobbling them up much in the current beta branch.
I believe Great Holy Wars can only be called by the religious head himself, though I'm far from sure.

There's nothing in the CB file that I can see that prevents vassalized religious heads from using it.
I think you are right, Meneth. Religious heads' vassal overlord calling stuff is CK2+ mechanic. My bad.

Although. For PB. May be give overlords of religious heads a descision to 'request permission to call GHW' that can be granted/denied based on relations, piety and traits. If it is granted, then overlord can call GHW? So requirement would be like 'OR: Can call Crusades, Has GHW permission granted'.
It'd be a pretty major change, so I'm not sure. I'll consider it though.

Completely unrelated question: Is the way warding works modable? I know the events that fire for the mentor in relation to the child are, but I'm talking abut prerequisites of who can be a mentor. In my last game, out of my 8 kings/emperors of Persia, 6 were grey eminences, 2 were charismatic negotiators. All of them but one had diplomacy over 20 and they were mostly drowning in "brave", "zealous", "ambitious", "diligent", "patient"... you get the picture. What I would like to do is prohibits parents from warding their own children. Would that be possible?
Probably hardcoded.

Been playing with the most recent beta version, on top of 1.101 and the 1.101 version of VIET, and it seems that there's something wrong somewhere with factions. They're not forming at all, no matter how hated the Lord is. I even went out of my way to bungle an assassination as Heinrich IV, and that, on top of the excommunication, led to every vassal save for a couple hating me, but still nothing formed.
A fix has been committed to the beta branch now. Thanks for reporting.

I've noticed something unpleasant about revolts. A faction rises and demands a thingie. I crush them, imprison the head of the faction. The remainders just go and found a new one asking for something else. So I crush the very same malcontents (-1) again. Crushed Major Revolt relations bonus is a mere +10. So from the looks of it, I am looking to 5 or 6 more civil wars before I am done with them (or they are done with me)
I'll probably do something like Cybr suggested, and make that opinion modifier make starting/joining factions a lot less likely.

From the 867 start, I'd say the Abbasids need a hefty toning down. It's only 889 in my current game, and they've already basically restored the Caliphate at its height. Maybe have them start at 75% decadence or so?
I don't think I'll focus much on balancing the 867 start until SWMH has that start.

The Big Meditation on Factions:

Factions are great. However I never understand why would this character join this particular faction. Why would my vassals suddenly come up in arms to demand external inheritance...while none of them stand to gain anything from it? Why would a small county on the borders of my empire faction for independence, if being independent means it will be Holy War'ed out of existance?

I have no idea how faction-joing works and what is and is not possible, but here are some musings. I wouldn't call them suggestions or ideas. Some of them might actually already be implemented in vanilla/PV and I just don't know about it.

Title Revocation/Free Infidel Revocation
Nobody should join this faction, unless the ruler is a tyrant. So probably only vassals of a tyrannical ruler should join this (if they think poorly of the ruler), and may be paranoid characters.

External inheritance
I have no idea. I can't remember a single IRL civil war with this being the cited cause, but on the other hand I can see why it is there for game mechanics.

King's/Emperor's Peace
There is a big point here. I think only ambitious characters should start such factions. Anybody can join though. I guess.

Independence
De jure vassals should always choose claimant faction over independence (i guess this already works this way). Vassals who border other religious groups or heretics should not join independence factions, unless they are Kings.

Crown Levies
This is the good one I think this one is working as intended.

Claimant and inheritance-law factions work great.

As for civil wars. In case of complete victory for the ruler, I think all participants should be imprisoned. Or the leader should be imprisoned, and the rest prevented from joining factions for some years. Yes.

And I guess it makes sense if faction-joining is disabled for a while IF a faction wins. I am not sure about PB, but I remember in vanilla being caught by Crown Authority faction while barely managing a war. So I gave in to their demands. Guess what? All the same people just reformed the faction and asked crown authority to be lowered AGAIN.
Restricting it anywhere near that extent would make realms far too stable.

I've committed one change that'll make factions smarter without actually making them weaker:
Vassals won't start/join factions for 10 years after crushing a major revolt unless their opinion of their liege is below -25

When I start off with Gavelkind with the Kingdom of Sicily, I usually conquer some Muslim provinces and give my excess sons Bishoprics to disqualify them from succession.

Thing is, it feels a bit gamey making (for example) a two year old boy a bishop. Is it possible to restrict minors from being granted religious titles?

As a pagan, I had a female 'court chaplain'. After fifty years, I noticed that she failed to convert the province I sent her to convert. When I moused over her, it turned out that 'convert province' chance wasn't even displayed. I replaced her with a male. Sent him to convert. Lo and behold, conversion chance was displayed. Is it w.a.d (Female 'court chaplains' can't convert), or is it some bug?

is there a way to change the AI's willingness or ability to declare holy wars? cause im playing as Denmark and the HRE keeps sending holy wars for Saxony against me and they keep losing the catholic authority is at 48% , i had the same problem in vanilla ck2 with my family attacking the karlings
There's not much I can do about making the AI know when it can actually win wars or not.

Ottoman rulers (except first ones maybe) used both Sultan and Padishah. Sultan does not just means king (for Ottomans at least), it could be used for princesses, princes, wifes (hatuns) etc too.
In the context of the male holder of an empire, Sultan is the most fitting in most cases.
Though Padishah was used, it was used alongside Sultan, and outside the Muslim worlds they were referred to as Sultans rather than Padishahs:
"in Europe, all Ottoman Emperors were commonly referred to by the title of Sultan, rather than by those of Padishah or Caliph"

The very first Ottoman Emperor to use Padishah was Mehmed II... who ascended to the throne in 1451.
