I would also check out what their tech level is relative to Austria. Austria usually has the highest level in land tech, and chances are they either border Austria and thus get a substantial bonus or they rebelled from Austria and got a big chunk of their technology that way.

as far as i can see it's usually France with the high land tech (even if they don't manage to get France united)
