If my drill fills faster thanks to decisions, does that also get me more professionalism? Or is it fixed to: 1 prof/ year for 100% of your army forcelimit drilling

Nah, just +40% drilling efficiency for mill tech 6 and 20% profesionalism, and later on +100% drilling eficiency when you take the uniform regulations.

The only thing that can decrease/increase profesionalism aside from drilling, hiring merc and hiring general is via events I believe.

Unless it was changed in 1.24 it is fixed to FL ratio drilling.

It's fixed at 1 prof per year if 100% of your forcelimit is drilling. However, events can really add up (my guesstimate is around total of 20% per 100 years) if you are willing to sometimes tank manpower.
