I have not heard a reason why they did not include it but it is maybe to avoid some "exploits" in which each country tech rush one equipment each and give each other license so everyone can build advanced stuff early in the game.

Some national focuses give you a reduction on the ahead penalty, like Germany get some national focuses that reduce their ahead penalty for tanks allow them to get advance tanks earlier. If you can share your advance tech with your allies, chances are that your tech tree is overall way to good for the game balance.

ok I just thought it would be better for a smaller country to be able to focus research on other things and just piggy back (kinda like irl) germany I remembered in hoi3 that you could and I saw nothing on it

Well I think you get enough research capacity to get what you need, like you don't need to research battleships, heavy tanks, heavy aircrafts and so on. What german can do is lend lease some of their own tanks, but they can not give you blueprints so you can produce their tanks.

You have to priortise what you research because you can not get every technology in a normal game, not even as a major power.

Kind of bad that you can't licence products. Also, how exactly will the minor's tech tree look like? I mean a communist China will have the same models as a fascist Nationalist Spain or will there just be generic name like Interceptor IV?

I think the issue is that you can't licence production due to there not being any money in HOI4. It would be nice if you could buy military material with civilian factories and maybe buy the right to build something under licence for a lower cost in civilian factories (so say 4 civilian factories gets you 10 tanks a month but a month of a civilian factory allows you to build 10 tanks under licence).
