the only time i see AI get license is when play germany, and when i reload file, appear alert of "license from hungary not paid"... alerts that appear only when reload a file have the smell of broken feature.

Not necessarily: only time I tried it as Japan, Italy actually agreed to it, quite easily. While those rifles did come in handy, I had to stop my China campaign for few months, because I had no convoys left for supply (you'd think those would be prioritized in times of war). Never asked again.
