Production licence and tech upgrades

Question:

If I (Italy) decide to buy 2 Pz Regiments (armor brigades) from Germany in 1939... and assuming that when it's 1941, Germany would have updated their tank technologies... will also my bought brigades be upgraded according to the German technologies?

Unfortunately no. When you have produced them after buying the license, they are completely yours. Though, when you yourself research a higher technology they will be upgraded.

Wasn't there a trick with expeditionary forces and tech level ?

Expeditionary forces are a different kind of fish: they are still a property of the nation that sent it. They should become upgraded when the sending nation researches a better technology.
