I've played many hours of HOI4, mostly as Germany. I have tried to get production and construction up to historical numbers, but have never succeeded. It doesn't seem possible to me to produce and construct all the things that Germany did historically during the war. In fact, I never even get close.

I suspect this is a problem with every country in the game due to the current mechanics. One problem I think is the large debuffs that some of the laws cause. I kind of doubt that those laws are accurate and realistic. Another factor that I think is completely missing is the large amounts of forced labor that the Axis countries used during the war. Millions upon millions of free laborers doing all manner of work. This allowed the Axis countries to punch above their natural weight I think. And this large labor pool is not really being modeled at all currently.

No-one can reach their historical production. For example @Secret Master discovered there wasn't enough aluminium in HoI4 world to model US aircraft production on assumption that one plane represents one plane.

I do not think Axis historically punched above their weight industrially, certainly not compared to Soviets. In-game Germany is comparatively strong, particularly in availability of raw materials (for example, the Nazi sphare of continental Europe produced less steel and aluminium than US alone, in-game this is reversed) and in it's abilility to exploit occupied industry.

I just played a Germany game to about 1941 and produced far more than Germany historically produced by that point (at least my forces were larger). By 1939 my construction also exceeded what they had built (at least as listed in the 1939 scenario start). So my conclusion is the exact opposite of yours. Are you experiencing a problem later than 1941?
