As per title - I'm playing Ironman Byzantion at the moment and loving it, but want to move away from Plutocratic Republic and proclaim a Dictatorship. I have all the requirements (civilisation in capital, support of democrats, tyranny, etc.) but the decision doesn't even show up, let alone tell me that I'm unable to do it because I don't meet conditions.

Anyone else having this happen? Any tips to resolve it?

I noticed in my Rome test run that it isn't a decision anymore, but part of the Invention system. It's in Oratory (maybe Civic, I don't remember) and called "Demand/Request Line of Succession". Demand will force a dictatorship through civil war, Request will implement it without one but has more restrictive conditions to be picked.
