The Serbian empire is, unfortunately enough, not represented in-game, unlike, say, "Francia".
As far as I remember my history lessons, Stephen Dushan wanted to supercede the Byzantine empire - his son was incompetent enough to lose a third of his country within a year of his father's death :p

Well yea and Dark it is Stefan IV Dusan Nemanjic the Emperor of Serbs and Greek yeah title name i do not know why the Serbian Empire is not represented in any of Paradoxes games

I think it might be because the de jure Byzantine Empire already holds Serbia. It should be included as a titular title, I suppose.

First I've seen this. Interesting read. Would be cool to see this in game with certain prerequisites (for example (*) Byzantine Empire doesn't exist). De jure territory would be Kingdom of Serbia and Kingdom of Greece?
But, it co-existed with the Byzantine empire :p

Bulgaria was also an empire but the fact is these empires existing would remove de jure regions of Byzantium which was a far more important empire. However, there is a mod called Kingdoms Abound that allows the creation of titular kingdoms for any duchy and titular empires for any kingdom.

As an example, I did this with it:

I've never understood why a county must only be de jure part of one empire. Was de jure that big of a term back then, did they have world government? Did the peasants care about anything other than their own well being?

But, it co-existed with the Byzantine empire :p
(*) Byzantine Empire holds less than 15% (or whatever) of their de jure territory.
The possibilities are endless. ;)

Because Serbia in vanilla CK2 is a kingdom, while the Byzantine Empire is... an empire. Empire > Kingdom on the ladder. You cannot have a primary title that's one tier lower than your highest tier title (so, you can't declare the Kingdom of Serbia your primary title unless you lose the Byzantine Empire title)

I've never understood why a county must only be de jure part of one empire.

Because it's kind of a key part of a lot of the game's mechanics. Multiple entities holding de jure status over one region would only muddy things.
