Problems with Play it Sam Achievement

Hey,
I really cant get the Play it Sam achievement. In my game there is no option to send a spy to Gibraltar and if I send spies to rest of spain and gibraltar belongs to them it goes to 100% but also doesnt trigger the achievement. What am I doing wrong?

You need to send your spai to Casablanca

Gibraltar? You need the spy network in Casablanca, i.e. Morocco.... because of the movie....

Don't sweat it. When I got the achievement I forgot about my spy and had to break him out of a Vichy prison cell.
