Problems with my neighbor. (Rant)

So I have a neighbor, who I have a defensive pact with, research trade etc.

We were on good terms, until they started to colonize between me and my colonized planets, now our border friction is at -100 because he decided to settle around me. Like what the hell? It’s stupid they are that pissed at me, when it was them settling next to me!

I can’t block them, because I bleed influence due to outposts, I can close my borders, but it would require 900 influence to ‘block’ the one entrance. Just frustrating

Bide your time and than vassalize the entire galaxy in over 10 different wars.
