Husky scenario needs to be seriously refitted. Now Allies always land in Italy first, before Sicily. It's very damaging for gameplay, as many event's don't fire etc.

u might put a coastal fort in Naples which might detter the allies from landing there. just go to ur scenario folder, choose huksy, then italy ,then type

another reason why the allies always land is because there are seldom any divs in Naples, so u might put a static garrison there

I've tried to move some of garrisons from Palermo to Naples, even removed every last soldier from Palermo - AI is attacking Naples anyway. And then it sits doing nothing
I've played it from allied side but it's far too easy. Still, even with defence of the beaches so much unbalanced it seems good to attack Sicily - you get airbases closer to Italian Peninsula, and in this scenario your airforce rule
