If you come across things like this please file a bug report.

According to the loc errors, they were reported several times (since 2018! if we talk about polish) on the bug section forum, and even were added to the JIRA database, but that's all. Some of them could be fixed in 5 minutes, but instead we can celebrate their anniversary

Its annoying to constantly have to dissolve the 0 ship fleets but I would not classify it as unplayable.

Otherwise anything that I haven't directly commented on is, AFAIK, an intended design, but (constructive) feedback on these sorts of things is invaluable.
