problem with vanilla events

I may have messed up the installation somehow, but now it seems that I don't get the vanilla ricky events such as the 2nd oriental crisis which didn't fire.
right now I have C:\Program Files\Paradox Entertainment\Victoria\db\events with the vanilla events and C:\Program Files\Paradox Entertainment\Victoria\VIPR03\scenarios\VIPscen\ev ents for the VIP events, is it the way it should be?
