I have a city of 2 big R-C-O blocks, which are supplied by train from a dedicated industry block.
Both blocks have almost the same number of residential and commercial buildings.
The industry block can only be left by cargo train, metro, cargo ship or on foot. No trucks or cargo vans can leave the industrial block.
This means that all city-internal cargo traffic happens by train.
Each of the big R-C-O blocks has 2 dedicated cargo train stations for the local commercial buildings.
These stations are isolated from outside connections. They only go to the industry block and nowhere else.
My problem is, that the right city block (the one near the industry block) receives almost twice as many trains as the left one.
As a result, there are lots of vans delivering goods from the right train stations to the left commercial buildings. (blue arrows)
This causes traffic jams at the right train stations, while there is almost no traffic at the left stations.
Any idea how to fix this without building another industry block on the other side of the city?
