Problem with the Imperator Unit Pack for EU4

I have the key received from Paradox (thanks you AndrewT), but when I put the key in my Steam account I get this message:

Please first activate the original game.
The product code you've entered requires ownership of another product before activation

If you are trying to activate an expansion pack of downloadable content,please first activate the original game,then activate this additional conent.

But I have ALREADY the EU4 base game (and Imperator Rome too) and ALL of its DLCs in my Steam account, bought in Steam too. What the hell is happening??

turns out they stopped doing it...........yes thanks paradox your website spent half a year trying to figureout if i owned my games which i do and then you stop doing it two days ago.

They have discontinued the IR EU4 units.

I didn't get my Imperator: Rome EUIV unit pack

The EUIV unit pack for owning both Imperator: Rome and EUIV has been discontinued and that's why they are no longer sent out.

Yeah this is really annoying. First the steam page says it is still active, and then its not, so Paradox update that please. Secondly, a bunch of people said it was still available through subscriptions, which it is not. Why take away something so unique? It does anger the player base that wants to use them
