Seducing eligible characters with Seduction focus is supposed to let you level up Seduction's 3-level "career path" in the same way that all the 'proactive' foci (observatory with Scholarship, private parties with Carousing, dueling with War, and spying with Intrigue) work, meaning that unlike the other foci, which all rely on passive effects, you are personally responsible for triggering the events that allow you to level up these foci.
All the ones I've mentioned above (with the exception of War which I haven't tried) work exactly as advertised when I try, but Seduction just refuses to work. With several characters I've gone on a seduction spree, bedding whoever I was able to, sometimes making them my lover, sometimes keeping them as one-night-stands and sometimes re-seducing the same person I've just finished with.
In all those times, I can't think of a single time I've gotten a level up event. Maybe I've gotten lustful once, but I can't recall having ever leveled up my Intrigue education, nor getting the 1st lvl 'Seducer' modifier. At one point I thought my Hedonism trait (gained from Carousing) might be blocking it, since Hedonism is also a possible end result of the Seduction path, so on my next character I picked up Seduction before Carousing (I'd already collected Heliocentrist Scholar from Cholarship and Adept of Strategy from War) and tried again. I then went on to seduce the same character three times in a row; the first two times it triggered a scandal, so I thought, maybe that would also block it, maybe each seduction can have only one outcome, but on my third seduction of that character no scandal was triggered and I still didn't get my 1st lvl modifier, nor did I get Lustful or 'Court Tomcat' for that matter. The whole seduction seemed to have absolutely no effect other than the most immediate one where my character beds someone else..
