i've made an "england surrenders" string of events, and i've noticed a problem that didn't exist with 1.2...

if england conqueres anything, say Libya, then when peace is concluded, only those provinces without armies are actually returned to Italy. Wherever english armies are, those provinces remain English. Why? this didn't happen in 1.2. can anybody help me out?
