I'm trying to enact all the reforms as emperor of the HRE. I had around 40 influence and then I got called into a defensive war and gained some more points, so now (still during the war) I had near to 60 points, and a majority of the princes in my favour for revoking the privilegia. But after the war everybody got a huge negative modifier towards being in favor of the reform. The modifier said 'Stronger army than emperor', which is weird seeing that I have the worlds 4th largest force limit, and I have maxed it. So I have around 160 regiments and countries like Liege with only 6-7 regiments get a whopping -20 (ish) modifier. I have army maintenance on max and a healthy man power pool of 50-60k (ish).

What is this damned modifier? (Oh, and my army tech is on par with all other western nations).

IIRC, it's counting all the people that would be against you as being one "army". You may have a huge army, but is it enough to beat up everyone in the HRE?

I'm pretty sure that army strength takes into account your maintenance as well. During war, you have max maintenance, but in peacetime you probably lowered it to minimum. This also applies to diplovassalization, where sometmes you have to max out your army maintenance to get that extra point or two.

So yeah, that's not the problem.

I think your military strength could be too high, if even an OPM is thinking this. I've personally never experienced it, but a lot of other people have resported issues where their military was rated negative for diplovassalization and such when they were ridiculously strong. This could be a related issue, so I suggest disbanding some of your army and seeing if that makes it better.

I'm pretty sure that army strength takes into account your maintenance as well. During war, you have max maintenance, but in peacetime you probably lowered it to minimum. This also applies to diplovassalization, where sometmes you have to max out your army maintenance to get that extra point or two.

I didn't lower my maintenance.

But I haven't had this modifier earlier.

I suspect it's signed integer overflow. Take a 32bit integer and -- roughly! Two's complement is slightly more complicated than this but nevermind that for now -- flip the highest order bit to 1 and all of a sudden you have a negative value. So I suspect the check is roughly:

if (yourArmy - theirArmy > 0) {...} else { applyModifier(); }, what happens is that yourArmy has looped all the way around from positive to negative because of signed integer annoyances. Easy to fix, really, if the devs were careful about declaring everything as unsigned when there's no sensible negative value or if they checked it before incrementing further to see if it would roll over and just 'capped' instead. The former is probably easier but I don't know their codebase specifically. (=

I think the save game might be broken. Tried to disband units, but it only resulted in 'stronger army than emperor' modifier of -30000 (ish)... had to go about ten over my force limit to remove the modifier. I have seen some other weird stuff too, where advisors started costing 30k+ (and the game crashing shortly after).

If it scales (at least somewhat) based on maintenance then lowering maintenance could prevent an overflow.

The devs may be interested in seeing that save game (assuming you have access to it).
