Problem with game load

Hi guys,

I'm writting here because I have a problem with the last patch of ckII and eu4. I don't know if it is related to the GPU or the CPU. At the loading, both games start to run, but during the loading of history files they stop for several minutes before of complete the loading. I noticed that during the loading the CPU works at the 95-99% of its possibility. What could it be?
My hardware is:
CPU: i5-8600K
GPU: MSI 1060
Motherboard: msi z390 gaming
RAM: Corsair vengeance lpx 2x8 gb
