Problem with editor!!

My problem is this. I installd Doomsday on my computer, and downloaded the dd_13a.exe. After installing that update i tried to use the editor, but when I try to save I get an error message saying:
Cannot create file .\scenarios\1936\chc_36.inc.
What have I done wrong?? Do i first need to install update 1.1 and 1.2 before installing 1.3?? And if so where do I find them???

i've been told to avoid the editor as much as possible, if you wish to change in yer game, open the .eug in notepad or something, its tricky at the beginnig, but probably ppl here can help ya with the tags and stuff
