I assume you mean the estate interactions?

Basically, you no longer grant individual provinces to estates, but there is an abstract distribution of lands on a national level, and the interactions have been replaced by privileges - i.e. they are no longer one-time buttons that you have to remember to click every once in a while, but more long-term decisions.

No, he means state edicts. But they are still there so I don't see the issue. There is even a new tab of the macrobuilder which makes it easier. But you can still use the state screen. And by era I assume you mean area?

State edicts are still there, there's now a macrobuilder, and also the state edict mapmode is still there.
