I still don’t get this. I design a street grid - designate it as industry. Then paint and click on as specific industry - so far ore / farming and forestry - they have the resources. Best i get is a fruit stand.

Am i doing something wrong. (Do i let industry start before designating district)

read where somebody says you have to plop down buildings to get it started. - can’t find those buildings - do i have to use mods?

you might be confusing the vanilla industry Districts and the Industries DLC Areas, in which you plop buildings.

so which are you asking about?

the ploppable industry buildings don't count for the number of industry titles. So if you want to unlock some unique buildings to eventually build monuments, you don't want to go that route.
Moreover, the industry DLC buildings are too OP and make the game unbalanced.

The problem is in the menu it says my mods are loaded but I can't find any plowable content for industries. Also I have snowfall and it never snows. what am I missing.

Only thing I could think of is I had downloaded some mods and assists - didn't like them and disabled all mods and and assist on content in the main menu. I'm baffled - (also new at game)

To have plopable industry buildings, you have to buy the Industries DLC. If you don't have that, industry works as follows:

a) Generic Industry (Produces consumer goods):
1. Build roads
2. Zone Industry (yellow) along these roads
3. Industrial buildings grow by themselves

b) Specialized industry (produces ore, oil, wood, food, based on specialisation. All serve as input for generic industry)
1. Build roads
2. Paint a city district over these roads
3. Add a district specialization for one of the specialized industries (district menu, but different tab)
4. Zone industry (yellow) along the roads
5. Specialized industry buildings grow by themselves.

Specialized industry actually has two steps: Extractors (e.g. tree planting) and refiners (e.g. sawmill). The refined resource will then go to generic industry. A mixture of both buildings will spawn but extractor buildings need the resource (e.g. the green forest land) below them.

As for Snowfall: It only snows on the 5 winter maps, that come with the DLC. There is generally no change of seasons!
