So, I tried to edit ministers. I wanted to copy one to another country, and bring it into my game by an event. It didn't work(event didn't fire even from F12), and first I thought that event was broken. That wasn't the case, because event worked fine with country's original ministers, but not with this new one. I tried to edit some old minister so much that it would be identical copy of what I wanted but that only revealed the problem: HoI doesn't recognize saved modifyings in CSV-files! I tried editing with Excel, but after saving changes could be saw by Notebook too. Has anyone else been fighting with same kind of problems?

Don't use excel to open the csv files, it tends to break them. Use notepad or something similar instead.
At a guess, your problem would be that you've accidentally saved the file as the wrong type. Check to see if your Windows Explorer is hiding file extensions of known types - if so, uncheck that. It's likely that your file is now called .csv.txt, when it should of course be .csv.
The other issue might be that you're trying to bring this into a game in progress, rather than a new game. If so, then you need to go into and modify the save game file. Notepad will probably choke on this, so use Notepad+ or something along those lines. Find the minister you're after, and copy him to your country's minister section, changing his id as appropriate. The ministers are in a somewhat different format here.
