Problem with annexation/puppeting

I've invaded italy as the UK, and have taken all key provinces...BUT the USA controls rome, although the USA is my alliance it's now basically impossible to puppet/annex italy, because I dont hold the capital. Is there any way I could take control of rome from the US? I dont care if I have to enter a cheat or edit some files, because really it seems like a bug to me.

i don't think theres a way you can do it with out editing the save file

look in province.csv find province number for Roma = 908

open save file remove that number from its current owner , every country has a list of controlled/owned/national provinces delete 908 from US list

find UK list , London = 499 , put in 908 in that section

Italy pretty much gets split in pieces unless you are not allied with anyone. = \

You can also go to each unit and click on give back control to owner. It also works if you have sent an EF to an ally an want to assume contol over that unit again.

I'm afraid that when you take military control over a country, there will be no give back control to owner option. It only appears when you are given an expeditionary force, or at least I haven't seen it yet when you take military control. You have to edit the game files.
