Problem when Conclave is disabled

So I disabled Conclave and started a new game. I went to the succession laws and saw that one of the prerequisites to change the law to Primogeniture is that Conclave must be enabled.

It seems to me that its simply it the tooltip under "one of these must be true" so it does not need to be met, am I right?

See this thread. If you don't have Conclave active, you can change to primogeniture succession by establishing High Crown Authority or Absolute Crown Authority or, alternatively, if you have a viceroyalty title.

On a side note though, you can additionally still go with primogeniture if you're independent with no de jure kingdom already made without Conclave.
