Problem waking Leaders.

I am having trouble with the wakeleader command, the event fires with the correct leaders shown in the command text but the leaders are not availible in the select leader screen.

command = { type = wakeleader which = 50390 } #goes to 503998

The leader file is correct, if I change the start command the leaders will be available:
