I have a problem with creating Wendish Empire. As far as I know all conditions are met to form it. When I hover over 'create' button, information pops out: 'TITLE_CREATION_WITH_PIETY_DESC'. Is this a bug or I am missing something?

Yes I did, here is the list: Abdication Plus, Better Lookings Garbs, Realistic Battles, Theatrum Orbis Terrarum, Thick and Thin Borders, Your Personal Castle.
Somehow I did manage to create Wendish Empire: I granted Lithuania Kingdom to my son, then after abdication I had to wait until my piety increased to 400 and then I could create it. I also checked integrity of the game files in steam but everything seemed to be fine.

Most titles require certain amount of piety to form. It seems to have been the case here.
I have done a long game with the Wendish Empire 2 months ago and tooltip was not bugged back then. And yes, I remember it requires 400 piety. Maybe your mods had an impact on the tooltip?
This is not the case, I had over 1500 piety and I couldn't create it. Then I abdicated and so on...
After a quick look at the mods the OP uses I don't think they are the cause, becasue non of them alters title creation.
