Probability for 'Fate of Greece' acceptance

If as Nazi Germany I choose the 'Fate of Greece' focus how can I increase the possibility of Greek acceptance? Or is the latter completel random?

So high that I already had Italian (non-Axis) troops 10 miles inside Greece, and the focus gave all of Greece to Germany. Basically this focus is why, as Italy that's not in pact with Germany, I never befriend Greece or Yugoslavia. I invade and annex, because a befriended Yugo or Greece is just food for German focuses to steal away from me.

You can neither increase the probability nor is it random. Greece will always accept, except if it has a guarantee or a faction. In the latter case it will never accept.
