privateers vs. explorers

What is the difference between privateer and explorer leaders? Havard's guide says: "Privateers are special naval units with the same abilities as explorers. Privateers are only used as pirate leaders (but will work as leaders for other countries too)". This sounds as if privateer is effectively identical to explorer when used by a country and not pirates. Is that the case, or are there other differences?

AFAIK they are identical.

I thought privateers were supposed to be pirates that worked for a country, but it didn't work so everything became pirates...
