A couple of things regarding privateers:

In a mp game a couple weeks back pirates kept popping up all over the place, and in places I'd never seen them before (off the coast of england?) - and regardless of whether I had ships there (and in adjacent sea zones) or not. Is there any way to tell who is placing privateers in my waters? I don't think there is, and I was keeping an eye on BB to see if there was any change there, there wasn't.
Bringing me to my next question - do privateers still add BB 10% of the time?

wouldn't that harm relations?
Off course, it's not unusual to have -200 relations with every other nation in multiplayer, but that could be a factor as well.

That's one of the more common myths in EU2. I have never seen it myself, but heard from various players it should happen this way.

I have used pirates to hinder enemy navies (when I am in real trouble) and also to wind up my enemies! It can disrupt a war a bit!

It does (often) give them a CB on me - almost 9 times out of 10. I have 1.09, and use the Age of Imperialism mod a fair bit and it is the same in both.

I'm also fairly sure that they grant CBs. I sometimes commission some groups of privateers, and it is not too uncommon to find countries which, for no apparent reason, have temp CB's on my country.

I thought I'd seen somewhere that there were no values between players. Thats what comes of relying on the manual :p

Yep, it's also (very often) forbidden to use pirates this way in multiplayer.
