This includes about 10% cumulative inflation, Ð10 billion to recapitalize Omnicare, and a total of Ð2 billion for highway reaquisition and expansion, increasing the size of FLEA, and security retrofits on public buildings. With the arms embargos still on and no new local arms production projects yet decided, the rebuilding our military can go into the term XI budget or separate bills.

We actually have to pass two prior budgets before we get to the one for this term. You are in the GA, go ahead and propose them. I can't because I am not in the GA.

Yes, that is part of the reason why things have not been going well here in Eutopia. The GA passed a budget in Term IX, but didn't allow for enough debate, so the Speaker of the Senate wouldn't let the Senate consider it. The courts ruled he exceeded his powers, but they also ruled that that budget was invalid due to lack of time for debate. In term X, the administration wanted to pass the VAT first, so when that compromise fell apart, they never got around to submitting a budget. One of the other GAs could have submitted one, but nobody did. That is why we have to do the budget work of three terms. We could possibly skip the Term IX budget, but current spending will be governed by the Term X budget for a while, so we need to pass one, and then get working on the next, which will carry on a bit into term XII, while that GA debates and approves a budget which then has to be sent to the Senate.

Good thinking with the budgets, Per President.

Once that work is done, I'd like to reintroduce the PDRA, which failed last term due to GA inactivity.

Per Rolo, if you would like to try out the General Assembly, we have a vacant seat you can fill. Would you like it?

I consulted a budget specialist. (OOC: see exchange with the_Hawk in OOC thread) Apparently , retroactive budgets would be ineffective. We need to pass a recapitalization of Omnicare immediately. It should be funded by increasing the deficit for now, as this is just an emergency measure. We can investigate longer run solutions, like a possible privitization later. If you want to call it an omnibus security bill, throw in an extra billion for security retrofits on public buildings (one time expenditure) and an on-going 1 billion per term to support the increase in the size of FLEA.

Our economy can't function without insurance, so we need to do something quickly to restore the functioning of Omnicare. I had asked the new MESA to suggest something, but I don't think we can wait. Here is an idea for a bill:

Omnicare Emergency Recapitalization Act (OERA)
Whereas, claims relating to the bombing at the Eutopian Central Bank have depleted Omnicare's reserves to a level insufficient to support its continued solvency, and

Whereas, the proper functioning of insurance services is necessary to the normal conduct of business, the growth of our ecomony, and the people's welfare, be it therefore

Resolved, that any remaining unpaid claims for losses relating to the bombing at the Eutopian Central Bank are hereby frozen pending later MESA or legislative action, and be it further

Resolved, that Omnicare is hereby authorized to borrow Ð10 billion from the government, said amount is to be raised by an increase in the Federal indebtedness. These funds will be used to support all other Omnicare policies currently in force as well as any new policies written.

Feek free to amend it, but someone needs to propose this or something else that will allow insurance to be available to keep the economy running. After this is passed we can look for longer term solutions.

My replacement MERL has just informed me that he as resigned before doing anything. Is there anyone here who is willing to become MERL on a permanent or temporary (until RL May 24th) basis? Our party leader is ineligible as he is speaker, and Per Truman is already in the cabinet and doing a fine job, so anyone else would be appreciated.

When are we going to put some acts of are own the the GA at the moment it seems to be Mr Strasse puting foreward nearly everly thing whats the point of having a 7 seat majority with out using it!
