Note: Despite the evidence we have been able to acquire, the suspect who appears to be the Friends of Durruti's chief in-country operative has proved exceptionally capable. Upon arrival in the United Provinces of Eutopia we have lost track of the operative. In Buenos Aires we believe he was responsible for the loss of two agents, and proved exceptionally difficult to gather much information on. The information in envelopes 3 and 4 appears to be the exception, and is probably due to Castor's over-confidence in the security of the connection and insistence of the superiority of his own knowledge of fieldcraft. To his credit, our unknown operative did his best to minimize the damage.

We have taken to calling this man the alias he used on his travel papers, an alias that is well constructed and traces back very deep into the official Argentinian authorities' records: Francisco J. Rio.

I've got a question. It seems that J.C. Olsen (he is in the Detention Facility) didn't had a lawyer during his proces. Why is that? Is it because he can't pay it or was access to a lawyer denied...
If he couldn't pay a lawyer, why didn't he had a lawyer of the state?

I agree with you, but in different ways for each one.

Both have been charged with Provincial crimes, so I have no direct say in those legal processess. Olson is charged with a misdemeanor, so I imagine he will be released on a modest amount bail pending his trial, or perhaps he can just pay a fine and not even appear. So he should be out shortly. If he had the right leader to look up to, someone like you, then I expect he could have a bright future campaigning for the people's rights.

I think the ESA should let Dank go, i.e. dismiss him as an MGA. He is a loose cannon, working to unachievable objectives.

I believe FLEA is interested in interogating him about other matters, having to do with the death of a labour leader. Therefore, MIDA may file a brief opposing his release on bail, but I will have to discuss that further with Hedgar Joover before proceeding.

One thing that the United States has that the United Provinces of Eutopia doesn't have is a Presidential Power to Pardon or commute sentences. Perhaps you could get one of your MGA to propose such a constitutional amendment?

I will inquire in to the status of the investigation as to the gunper(s) that fired from inside the crowd.

Entry of Sir Augustus de Provolution (Classified Defense Tech presentation)

Sir Augustus enters with his favorite secretary, the ravishing Irish Eutopian beauty Sarah O'Hara, and his usual corporate in-house lawyers, aides, security staff and media team. I have assessed the Eutopian national economy as such, and noticed that we are in economic decline, to such an extent we need to consider utility versus costs. I am most opposed to purchasing the Mirage series airplanes, as these are being phased out by the Eurofighter Project, and if Eutopia should buy French Planes, why not Super Etendards due to our maritime Mid Atlantic placement?"

"Honestly, we should not buy the American Joint Strike Fighter (JSF) due to the extensions and added research costs, which are aggregated to the main cost at the buyers side, and we should not buy the Eurofighter, due to the intrinsic linkage to the European Union. Eutopia, a predominantly Atlantic and Western nation, with primarily Anglo, French and Spanish roots, should look into a new alternative, outside NATO and the EU. We also got the EU and US embargo to tackle, but we have no such embargo with Russia and Brazil, and OPC may readily localize these technologies to Eutopia"

Sir Augustus said with conviction and focus.
"I can see with our landmass, mountaineous topography and maritime orientation that we need a three pronged air purchase program befitting a nation of about 20 million people with the economy of Netherlands or so pro capita. In fact, we are slightly poorer."

"This is politically and economically a sound purchase model, appeasing all American, European and Russian aviation industry, as well as funding up our own.
We are already competing Brazillian Embraer these days." Sir Augustus added.

Sir Augustus called two aides... Finneran and Glamorgan, who came huddling over with the powerpoint projector and the handouts to be given out.

"1. Russian Helicopter Fleet for Coast Guard/Anti Terror (Hind and Kirov)
2. Russian Sukhoj SU37 Super Flankers fighters with domestic OPC upgrades for challenging topography and speed domestic superiority
3. Brazillian Embraer transport airplanes, both safe and affordable, and does the job
4. Domestic "Provolution Stratospheric Intruder (PSI)" (for 5 million USD satellite launches, half the price of Cape Canaveral commercial satellite launches at 10 million USD, comparable to the three Russian stratospheric airplanes)"

We are willing to let Endtech handle the munitions contracts and non-integral weapon systems such as missiles and bombs and external machineguns, possibly Gatling-type, as a national compromise, but OPC as the lead Eutopian Aerospace and Defense contractor should get this bid, as this may help Eutopia to become a space nation and cut defense costs at the same time maintain national security and sovereignty."

Thank you for your presentation. I see you've done your research...at least when it comes down to military stuff.

Sir, right now, with our current budget, we will not be purchasing anything. However there are two things that might be of interest.

1. We are still trying to get VATA approved. If this happens then the new budget will have more money for the military.

2. My term is about to end shortly. I am sure a new administration will likely be very interested. In fact, it is likely that you will need to address the real "De Fourgeres" at that point. I'll make sure I pass on this information to my successor.

I can see the need for the VATA, and national security cannot be ignored, especially not national self sufficiency on strategic industries and resources. We are starting out the proto-type draft development already, and patents are filed via PCT (Patent Cooperation Treaty global patent at WIPO), via the USPTO (United States Patents and Trademark Office), the EPO (European Patent Office) and JPO (Japan Patent Office).
All intellectual property on the development already belong to OPC, and we have assured both our industrial security and legal security on the matter.
I am certain we can extend this negotiation into next terms office.

Josephus was sitting at his desk working on both his next campaign speech and writing a note for his successor when he was advised that Admiral Tulp had arrived.

"Send him in, " Josephus says.

When Tulp comes in, Josephus motions him to sit down. He gets to the point right away. He produces the photographs sent to the Eutopian Worker and other media and displays them on his desk.

"Admiral Tulp. I am vaguely aware that we had a situation at a troubling time of this Chinese ship entering our waters. And, if I remember correctly, we did give you orders to intercept, am I correct? I want you, off the record, to brief me on what went wrong and what happened here."

Admiral Tulp saluted and sat down.

"It began, sir, right after the bombing of the ECB. I was ordered to secure the Eutopian National waters. I ordered the rest of the Navy to do search actions. My own TF consisted of my vessel, the Unapproachable and two Knox Frigates, the Redeemer and the Thorn. After we got the message that there was a unidentified vessel near Hurtua we set course to it. Halfway the Thorn had engine problems significantly hinder our further operations. In the night we got the Hainan Star on the radar and ordered them to stop to be searched. They didn't answer after we hailed them several times.Instead they increased their speed and set course directly for the Eutopian coast. What was odd to me is that they didn't choose to flee for us into Esperitian waters, that would be much more logical. In the meanwhile we were told that the Air Corps couldn't send us back up to make a demonstration against the Hainan Star, I had hopes that that might scare the people aboard the Hainan Star and make them stop. Without airsupport I would be forced to intimidate the Hainan Star myself. At the moment I was told by our helicopter which I had ordered to the Hainan Star that signal lights could be seen on the beach. Again something odd as the sight of a Naval squadron would have made every normal human-smuggler run like hell. They are allways payed in advance and not keen on the brick.

Anyway it didn't seem right to me. I ordered a waning shot. Thankfully our maingun didn't blew up like it did on the Undeniable, the Hainan Star stopped her engines but didn't go to a full stop nor made any attempts to do so. Then suddenly the whole deck of the Hainan Star was swarming with people according to our helicopter. I asked the War Room to get boots on the beach, either police or military however there was nothing to spare. Then the ones aboard the Hainan Star started jumping from the ship and swimming towards the beach. The helicopter also spotted people carrying assault rifles on the Hainan Star. Why in hell's name would refugees carry weapons? Real smugglers would never have allowed that. Anyway, the ones aboard the Hainan Star were armed and acting just weird. I ordered the Redeemer to use it's helicopter to get armed personell to the beach however that personel would be seamen without much training with hand weapons. On top of that the helicopter wasn't made for troop transport so only a small number of personel could be send to the beach each time. Then I got a message from General Levarge saying that there were no forces availeble and the defense of Eutopia was of the upmost importance, I kept that message in my head for the rest of the night.

We kept on sending people to the beach but it had the slows. To make everything a bit easier I ordered starlight shells to be fired throughout the night. What I tried to do was intimidate the ones aboard the Hainan Star so that they would be to afraid to do anything. The only FLEA unit, 2 agents, that reached the beach that night did more wrong then good when they put up a Welcome in Eutopia sign. In the meanwhile a group of armed men aboard the Hainan Star started to load what appeared weaponcrates into the boats. So for me the situation appeared to be like this: the people behind this whole operation were trying to rush the beach and get as many terrorists and weapons into Eutopia to kill Eutopian citizens. On that moment I decided that the men on the beach needed me more then the naval assets. I ordered one of the helo's to the Unapproachable and together with as much armed personel as possible we set of for the beach which we reached not long after that. I kept contact with the Unapproachable and the rest of the nation through a portable radio I carried with me.

When I arrived at the beach I only had 31 men at my disposal not including the FLEA agents. I divided my men in squads in groups of 5. Sir at that moment the ECB had just been bombed and here I was with a ship full of armed people rushing towards the beach. To me it seemed as if I had no choice other then allow my men to use their arms to stop them. Because of my plan was to intimidate I ordered the FLEA to take down the banner however they refused and were insultive, they proved useless throughout the night. Then the word reached me that the Military couldn't do anything for us. It looked like we were in a very dangerous situation with such a small number of men only availeble.

My men weren't used to using handarms and without much training, espacially in crowd controll. When the first hit the beach they didn't stopped but apperently tried to rush us and my men opened fire with disateous effect. Instead of helping us the MDIA choose to place a 'cordon' around the area which was worthless as well. Instead of armed personell there were FOOTBALLFANS at the place. The MDIA wanted to use unarmed civilians against potentially dangerous people armed with assault rifles. This was a very dangerous situation. As these foto's have proven the cordon was ineffective as well.

I think the death of these civilians would have been hard to avoid. If you ask me we were trapped. The facts just don't add up. However, if we would have the right spare parts the Thorn would never have broken down and we would have alot more boots on the ground. If we would have had the money to train the men that would have helped. If they MDIA would have send his good men to the beach it would have helped. Without hindsight I think I would have done the same sir. The blame doesn't lay with my men."

Josephus listened and smoked a cigarette. He let Tulp speak without interruption, on occasion glancing at the file in front of him...the logs from the ship; as well as recorded conversations between Tulp and Gen. Levarge. When Tulp finished; Josephus closed the folder, crossed his hands together and looked at Tulp.

Admiral Tulp. Your story jibes with the official documents that have been presented to me. Under the circumstances of the time, I believe you acted in accordance with your sworn duty to defend Eutopia. Personally I find you not criminaly responsible for the tragic actions. However, until my investigation is complete I ask you to keep a low profile and stop discussing this with anybody including the press. I place you on leave until otherwise notified.

abiding to your orders not to comment on the Hainan Star incident I am not able to defend myselve in any way against the accusations of the press. They are ripping me apart in the newspapers. I would like to ask you for a Court Martial, done by my fellow officers in the Military so that I'm either punished or proven to be not responsible of the events.
