  1. he was already on the run,
  2. someone overheard him make the call,
  3. the phone that he called on was bugged,
  4. somehow the call was intercepted,
  5. the information when received here was misappropraited and used to tip off those who wanted him dead,
  6. the agent sent to meet him tipped someone off, or
  7. it was a case of mistaken identity, and they shot our tipster by accident.
The second or third ways could have happened, but someone who wants to set up clandestine meetings, they would be expected to exercise due care about being overheard. The fourth is just not probable, as there are too many conversations. The fifth or sixth is a poor reflection on us, but the chain of information went through me, when I saw it, there was no way to identify the tipster, so the agent sent to meet him didn't know either. The only way anyone here could have known was to have recognized the caller's voice, and the only people who could have done that would be the person who took the call, plus any supervisor who listened to the tape, or I suppose some service tech who just happened to listen live or after the fact. Call Internal Affairs and get them working on this. We advertized this as a confidential tip line, if it isn't confidential, then we will have to shut it down or subcontract it to someone who is more trustworthy, like one of those Indian call centers.

Who was this person anyway? Was it someone famous enough or at least well known enough to enough people that someone could have a chance of recognizing his voice? Is there any connection between those who could have heard the voice and the victim? If not, then we have to go back to the first, third or last options. When we find out who he is and where he might have called from, please make sure we check whether any of those phones are bugged, which would let us rule in or out the third possibility."

Joover calls. "Sir, the body from the park has been identified as one Carlos Rojas. He's a higher-up in the Eutopian Congress of Labor -- a well-respected citizen, but not a name your average man-on-the-street would recognize. A couple priors for disorderly conduct during the Latin riots, but he seems to have come down on the side of Eutopia.

"We played the Tipline tape for his wife -- she identified the voice as his. He didn't identify himself by name, though, and as I say, I doubt anyone except an ECL member would know him. Just for security, I ran the Tipline operators on that night -- none of them have any links to organized labor. I'm pretty confident any leak about this guy's identity didn't come from our end.

"I also received the ballistics report -- there were apparently two shooters, or at least two guns. One a 9mm, the other a .22. I could tell you more if we had the weapons, but until then they don't give us much to go on -- anyone could have such weapons. We're still running a trace on where the call came from.

"Also, I thought I should let you know that the background check into Barak Mofaz came back clean from FLEA's end."

Did we get any any idea about what the tip was about, did he have any useful papers on him, or were there any last words? We haven't been having much labor strife lately, although some of ECL President Dank's public ideas have no doubt caused consternation among non-revolutionary socialist union leaders. The usual union crimes are embezzlement and mob related crimes. Do we have enough to get a search warrant or wire tap at ECL headquarters? It has to be reasonably serious crime to get two people to commit murder to want to cover it up, so this would seem to justify a reasonable commitment of resources. Oh merde, I just remembered, it will take forever to get any new search warrants until a new CoJ is approved, and the GA speaker hasn't even called for an approval vote yet. I am sure the deputy serving as interim is fine for routine stuff, but getting something major, based on a theory like this will be difficult. Well see what you can do, and I will urge the speaker along."

"No notes or other documents, sir, but we did get last words -- or rather, last word. 'Cubans.' No idea why he said that, though. We've checked, and Rojas has never been to Cuba, or, as far as we can tell, ever met a Cuban. Perhaps his assailants were Cuban? Don't know how he'd identify them on sight, though.

"Of course, it's impolitic to discuss these days, sir, but I would remind you that certain powerful individuals in government have been known to partake of Cuban hospitality on occasion. It's possible there's a connection there, but frankly I don't feel comfortable pursuing it very far unless under specific orders.

"Oh. Minister, I was just handed the trace -- the Tipline call came from Rojas' office. Frankly, CoJ or no, I don't see as we have probable cause to pursue a warrant on what we currently have. We know a crime's been committed, but I don't see anything here suggesting that the ECL is involved. It could just as well have been a random mugging, and the robbers got spooked when our man showed up.

"But that's just my two cents. I'll pursue it with the new Commissioner when he's installed, if you like."

Nothing political is impolitic to discuss in this office. I will have a word with the President myself about using his contacts with Cuban officialdom to make sure that some renegade Cubans aren't trying to sieze control of our organized labour movement and use that to create a Cuban crime syndicate here.

I agree it could be a random mugging, but Eutopia City is not some American ghetto where shootings are common. Two different guns, meaning two different muggers, this is already making this possibility less likely, so other unlikely suggestions need to be reconsidered. If you can't find the link from our workers to Per Rojas, then work the other way. Take the list of union members in his union, find out the ones that are in Eutopia City, find out the ones of those that have any connection with our offices. Sorry, I don't need to draw you a road map, but something isn't right, so we need to follow all leads.

We don't need a warrant to search the deceased's office. Find out if his phone is bugged, or who else can listen in on an extension, and of those, who was in the office when the call was made. Check his calendar, or do whatever to recreate the last couple of days of his life. We will want to talk to everyone he did. Let me know if any of them are missing.

I understand your reluctance to leap the conclusion that it involves the ECL, and our society won't prosecute someone just because they are a member, but collectively, they are the people he would be most likely to have something to tip us about covertly.

Don't ignore the other angles. Was Rojas in debt? Was he having an affair with the wife a Cuban?

One last thing...it isn't really a confidential tip line if we can trace the call. If we can't dismantle that feature, then we will have to outsource it to somewhere we can't trace.

"The folks over at MESA are going to be angry with us killing so many trees. I would have been perfectly happy with us receiving only the electronic versions of these reports. We do have soft copies of these don't we? If we don't maybe we can get the phone companies to provide those.

Anyway, let's start at the two points we know, each end of the phone call that tipped us and possibly somebody else off, here and Rojas. Compile from personnel records the phone numbers of the people who had access to the call or the tape, and see if any of them called Cuba. We also need to get a list of phone numbers for Rojas's associates. Start with the numbers in his PDA and office speed-dial. See if we can pick up listing of the phone numbers of his specific union. The ECL office numbers are all in one block of numbers, only the last three digits vary, so anything in the same group as Rojas' office number should be checked. Try also the phones at the Hammer & Sickle and the Beatnik Turtle, oh never mind the last one, they only have a telegraph. And check the pay phone numbers near here and near Rojas' office. Hopefully that will whittle down the list somewhat. If we find any other potential suspects, check their phone numbers as well."

Hedgar Joover calls. "Sir, we're finished with our analysis of the telephone calls. Most of the calls placed to Cuba are consistent -- the majority are either from Cuban-Eutopian families to the same number or sets of numbers (family members in the old country), or Eutopian businesses which have dealings with Cuban firms or citizens. We don't have any links between the people surrounding Rojas or his tip and calls to Cuba, nor were there any calls placed from the ECL, Hammer and Sickle, or Beatnik Turtle.

"There is one noteworthy item, though, sir. We've been monitoring new calls since you secured the warrant, and our analysts noted an unusual call placed by one Steve Williamson, brother of the current Speaker of the Senate, not to Cuba, but to Madrid. We wouldn't be keeping tabs on him at all, but we have a file on Williamson from the MEOR days -- we had him pegged as a supporter, if not an outright member, but could never make a case.

"We liaised with SAW, and they verify that the call was placed to one Jorge Calderon, a Cuban DGI agent who was active in Eutopia during the Langley administration. They in turn verified that Calderon placed several calls to Cuba shortly after being contacted by Williamson, followed by a return call to Eutopia, to an unlisted number.

"Sir, I don't want to overstate the largely circumstantial case we have here, but it's possible to infer from this series of events that MEOR, with Cuban backing, is active again and is responsible for the murder of Carlos Rojas."

Loic. I've a feeling something's up. I placed a call to one of my old friends and he contacted a Cuban friend of mine in Spain. He's..well, let's just say he's in intelligence. Well this man, let's call him...George...called me back from Madrid. He wouldn't get into too many details but he says that something big is up. All he would say is that it involves powerful men in Cuban--Eutopian relations. Not sure what that means.

But put it this way. I know the Cubans well. The fact that myself and Jor...uh George, know next to nothing about this means that we're on the wrong side of this. I recommend we put our services on full alert. Let' get customs to monitor all incoming ships. I've got a very bad feeling about this.

"That explains the suspicions that the head of FLEA just had about MEOR being reactivated. They are busy keeping track of old adversaries now turned respectable instead of watching out for new unprincipled revolutionairies. Perhaps you could arrange a state visit from Cuba's el Presidente or his brother, to show that whoever is doing this is a rogue element, that might forestall things? I will alert customs as you suggest, but you might want to have the navy, such as it is, ready to assist some offshore searches, if we get any hard information."

Apparently, our President isn't a good enough socialist for some Cubans. Considering he listens to me, that is not surprising. The question is whether these Cubans are rogues or officially backed. I have asked the President to try to head off any official activity. Please coordinate with the counterintelligence/cointerinsurgency in MDIS. I have alerted customs to be on the lookout for illegal arms. Please notify the Provinces for me."

1. As per your orders, we had plainclothes officers in the vicinity of all major federal buildings, including the ECB. It'll be days before we identify the bodies -- if we ever do -- but it seems like a safe bet that our people were caught in the blast. They haven't reported in. Also, survivors report the exchange of gunshots, suggesting some sort of engagement or attack -- again, probably our people.

2. It's right here. He produces a file.

3. Done. We shut down New Lancaster International within two minutes of a verified report of the bombing -- quite an impressive job, if I may say so.

4. Also done. Everyone's either in or on their way.

5. Sir, I know it's going to be an unpopular suggestion, but I'm going to recommend that the President order military help. With so many troops already deployed in New Lancaster for HIDDEN HERALD, we have an immediate source for combat-trained doctors who have familiarity with impact, burn, shrapnel, and projectile wounds. Also, we're going to need manpower on the streets to maintain traffic, prevent looting, and the like. As for the site itself, obviously we're only in the preliminary stages now -- we'll know more when we can actually get into ground zero, test for chemicals, gather evidence, that sort of thing.

Hedgar, I will forward your suggestion to the President/MDIS. Make sure everyone is wearing their bulletproof vests when on duty. Encourage them to wear them off duty as well, at least when they are dressed.

GOAT “BLOWED UP” - FAMILY MOURNS
Dale Stockhardt’s provincial fair award winning goat “Nanagale” was slain in a mysterious accident in the late night hours outside of Harton.

“We all heard a loud KABOOM and though it must have been thunder,” reported a visibly Per Stockhardt to the provincial authorities.

“When I went to investigate, I grabbed a light and began heading out toward the pen. That’s when I slipped. The ground was wet. I took another step and fell again, this time landing a nasty pool of something. It was Nanagale! She was done blowed up!”

Authorities confirm that many scattered pieces of what appear to be goat were found across the Stockhardts’, and their neighbors’, property. The cause of death is unknown. While there are no leads, a motorist reported being run off the road by a van bearing the insignia of a local agriculture supply cooperative.
"We can't forget the rest of the United Provinces of Eutopia in our focus on New Lancaster City. There are a couple of connections we need to run down based on this. It seems like someone in Jacobia was experimenting with explosives. (OOC: did NEWSLINK mean Hurteau, Nouvelle Acquitaine, not Harton, Jacobia?) Also, an agricultural cooperative would have access to ammonium nitrate fertilizer, which when mixed with diesel fuel, would have probably been the explosive used at the Eutopian Central Bank. I assume you have already begun tracking down the sales of ammonium nitrate fertilizer in the past few months. I don't think we will need any warrants, people will want to volunteer this information if we ask. If they balk, we can get the warrant, and look for whatever other misdeeds they have been involved with.

Back in New Lancaster City, I imagine the outside secruity cameras at the ECB were blown away or disabled, but they are connected to the security room and taped there, so we should be able to find out the markings on that truck. I assume it was a truck bomb given the size of the explosion, and the fact that no missles showed up on the airport's radar.

I have to assume that there are Cubans involved in this, based on Rojas' last word and later confirmation from the President. Do what you need to respect the Constitution, but don't let any Cubans leave the country. Find out who has arrived here from there, or of that nationality, within the past year. The President is trying to find out if it is official or rogue Cubans involved."
