Approximately 2 days after the Minister authorized the mission to try and discern the contents of the shipments coming into Buen Puerto, a new aide shows up at the office with a report. Startled by how long the meeting has been going on, he steps around the pizza boxes, sandwich wrappers, and coffee cups and places a report on the Minister's desk which he can read at his convenience.

A message arrives from the President addressed to Deputy MDIS Hapsburg, but also copied to MDIS Truman.
Per Hapsburg,

I give my ministers considerable leeway in how they run their ministries, and they can give their deputies the same if they choose, but they and their deputies should stick to the areas covered by their ministries, and respect the constitution. My say-so is not enough to go against the constitution.

Investigations of citizens who are suspected of federal crimes is normally the responsibility of FLEA, which is under MIDA not MDIS. Counterintelligence, like catching foreign spies, or citizens working in foreign intelligence operations is under MDIS. The activities of the Franco-Eutopian Revolutionary Army would thus fall mostly under MIDA, which could enlist your help if they thought the French, St. Espritans, or some other country were involved.

As the KGB was part of the Soviet Union, Per Uzumaki's involvement with them is a historical episode, not a current matter. If Counterintelligence wants to find out if he is now an agent for Russia or some other country, they are free to do so, without involving me. If that investigation requires a wire tap or search, you would need to get a search warrant from the Commissioner of Justice first.

After the meeting had died down, Minister Truman glanced at the folder on his desk and remembered he hadn't read it yet. Opening it, he sees the following report.

Minister,

We have debriefed the intelligence team sent in to check on Tilapia's recent military shipment. The operation used 4 of our Indian heritage agents as well as old and commonly available equipment to make the Tilapians believe it was a raid by New Bengal separatists. Unfortunately, one of our men was killed in the operation, and the rest of the team was forced to fight their way out. The deceased agent's body was not recovered. The shipping manifests from three shipments were captured, and we discovered the Tilapians are shipping in:

Shipment 1:
A number of underwater assault rifles
A large quantity of SVD Dragunov Sniper rifles
A large quantity of man-portable PKM heavy machine guns
A large quantity of AKS-74 Assault Rifles - this is a newer variant of the AK-47, with a folding stock - initially designed for airborne soldiers

Shipment 2:
Kh-29D Air-to-surface missiles with thermal imaging heads - these missiles are launched from aircraft against heavily reinforced and armored targets like bunkers or tanks - nearly half the weight of the missile is the warhead itself
AT-6 Spiral Anti-Tank Air-to-surface missiles - commonly mounted on helicopters, these are potent anti-tank weapons

Shipment 3:
ZU-23 Anti-Aircraft Artillery - a light, portable, and air-droppable anti-air gun, they mount twin 23 mm fully-automatic cannons and can be lethal against lightly armored vehicles as well - minimal threat to Su-37 fighters if we choose to purchase them unless they ran straight into a group on a strafing run, but they'd be devastating against LIRA choppers and other helicopters - the Tilapians would probably deploy them in small groups

Additionally, the team encountered several shipments that they identified as Israeli in origin, but were unable to secure shipping manifests or even get close. We do not at this time have any idea what the Tilapians purchased from Israel, and security around the dock warehouses has been tightened to the point that further operations would be inadvisable at best.

Analysis: The Tilapians seem to be building a military that is focused on speed and mobility. Combined with the evidence of landmines discovered recently, some of our intel analysts believe the Tilapians would try to bog down an attack in the mountains and pick our forces apart, then maneuver out of reach. However, without access to the other parts of the shipment or any idea what was in them, our intelligence picture of their Order of Battle is incomplete and should not be taken as conclusive.

Truman spreads them on his desk...
"Welcome Braxton. In a few days I'm going away for a tour on the Eutopian military bases (OOC: away), so this is a good time to talk about the ships. Well, that later, you would like something to drink?"

Truman calls his secretary Ellen inside...
"Hi Ellen, I would like a tonic. Braxton, do you want some?
By the way, is the production of the so called Hydra, the M-114, ready to start?"

Now on the subject of those ships we have done a biit of research and found 3 different types."

"The SAN GIORGIO CLASS This is our basic model as it can't refuel ships."

"TheFORT VICTORIA CLASS this is the middle of the road ship can do a reasonable amount of every thing."

And finally the biggest ship theBAY CLASS
We can install a fuel tank where the helicoper storage is if you like."

As for the Hydra we have a few prototypes and I think we shall be ready for production in a few weeks if you want.

I don't think we have a reasearch bureau in they way you are thinking if am correct you mean reasearch bureau in the way of a group that reasearches the best options for us to manufactor. If so the answer is No it does not have one as such it's basically my self acting on the advice of certain advisors at ENDTech and of course the goverment

But we do have a reasreach bureau in the areas of reasearching new materials and alloys to put into our products.

"Braxton, about the research part of ENDTech: ENDTech has a research part and development area - for example, look at HYDRA - and you can ask them to research things - My deputy and I also can but we'll just pass it through to you. Thanks for the list of supply-ship classes. I think at this part of development we need to concentrade not on the biggest (HM Rotterdam) or smallest but on something between it. The Fort Victoria Class looks good at this moment."

Von Hapsburg, at this moment I'm not able to give you that list (OOC: don't have it. Check OOC talk, perhaps The_Hawk knows something).

The problem, of course, is that none of these are actually right. The Tilly Plan was never adequately funded, and so consequently the military was never remade in the image Tilly envisioned. The primary thing standing in the way at this point is equipment. However, Tilly *could* reorganize units in terms of manpower and deployment, and with the passage of DAMERA, he basically had to.

In other words, Tilly would've done as much to achieve his Directives as he was capable of doing and had the equipment for. This means, for example, that he would've reorganized the army into the divisions listed in Directive 9, but they wouldn't have helicopter support, integral close air support, DISCOM, DIVARTY, DIVENG, etc. They'd have plenty of tanks, though. ;) If you need me to get more specific than that, I can.

Also, regarding the question about ENDTech's R&D capabilities, consult Directive 6.
