The first of all, and the one that will be for sure applied to all armed forces is to protect the Island from invasion, both by sea or land (a scenario that weren't possible a few years ago)

"Per Minister, we were talking about the reform. General Levarge suggested to review the doctrine, before putting hands in the money-purse. Also rumors says that the US and the EU will not lift the embrago, so we're back from the start again."
An aide slips into the room, notices the large number of people, and pales a little. He then stiffens his backbone and approaches the minister.
"Sir, thought you might find this interesting. The Watchers and some of our assets in Buen Puerto have reported a drastic increase in port traffic in the Tilapian capital. Lots of freighters coming in at all hours of the day and night, most of them Russian as near as we can tell...flags and registries. As many as four or five a day coming in for the last week. We haven't been able to tell what they're hauling yet.
The field operatives say they could try to get closer and find out what's being hauled in, but security has been unusually tight, and it'll be tricky. The risk of capture and exposure is fairly high, but they think there might be a substantial military shipment in those freighters. If they don't try to find out what's in them now, we'd have to wait until the Tilapians field-deployed the equipment, but we could find out what it was then at a substantially lower risk.

"Well sir, it looks like the Tilapians have been shopping in Russia. We could see that allready at the ECB when they deployed those Russian helicopters. Thankfully we have the Gorgon and they haven't so we will still be in the advantage with armor but in the hills that advantage will be lessened and if the Tillies get working equipement from the Russians the balance will tip in their favor. Allready they have a advantage on the seas."

Admiral Tulp looked confused to the Minister. Then he looked to McGrath and Levarge with the same confused look on his face. After a moment he turned to the Minister again.

"Admiral, the Tilapian governement wants to rebuild its Army. They asked our government for a certain quantity of old Leopard 1 tanks, wich will be dismissed by our Army. The Tilapians also asked for a supply of new Gorgon tanks. Our government agreed, with the reserve of taking the new comunication systems from the Gorgons."
The young Admiral muttered something that sounded like: He's mad, thriving mad. However, the others can't say for sure...

The fact that they are supplied without comm systems says nothing. They can just install their own. At the moment there is a balance between Tilapia and ourselves. Not a full balance however, they can count on the help of the Spanish. On who's help can we count? Nobody's. They are oppressing thousands of our people on New Bengal. Does the administration really think that we get New Bengal back if we give the Tillies the tools to stop us? If we give the Tillies Gorgons then they have the upper hand on every level."

"What I have against the Tillies sir is that they are acting like they are the victim of us and that that gives them the right to opress people that want to be part of the UPE. And I know that if we ever come in conflict with Tilapia, on New Bengal or some other issue, the Spanish will come to their aid. I have no problem with good relations with the Tilapians but the people of New Bengal must have the right of self-determination. Furthermore, the Tilapians are under the same embargoe as we, only the Spanish give them spare parts but that's it, if we don't sell the Gorgon, yes they will buy maybe Russian tanks. But the Russians aren't stupid, they won't give the Tilapians their best equipement, noone does. They'll sell the Tilapians tanks with less armour, smaller guns etc etc. Giving the Tillies first grade Gorgons wil be a serious risk. Allready we can't guarentee safety for us on the sea nor in the air. If they get the Gorgons then we will not be able to withstand them on land either."
