The secure office (SO) of MDIS is a very modern office inside the Quadrangle.

All conversations here are private. In case of an alert or emergency the MDIS will be here or in the the Command and Operations Center (COC).

Truman is waiting in the SO for Admiral Tulp and his debriefing about the OSO troops.

After that he will recieve McGrath and perhaps the President (and MTIA), Loic de Fourgéres and the Chairman of the Armed Forces, General Levarge.

Major McGrath passe through the various strict controls, and finally enters the secure office:

"Hello, Frans, how are you? What brings me here?"

"I would like to talk with you about the tilly plan. While this is still private and the public may not know this information yet, I asked you in the Secure Office of MDIS. But before we can continue we have to wait untill Admiral Tulp arrives. He still needs to debrief about the OSO team he used during the Hainan Star Crisis.

By the way, congratulation with you're extra term in the GA!

Shortly after the arrival of Major McGrath Admiral Tulp gets send to the Secure office of the MDIS. He salutes the other two and says not unfriendly:

"Well sir, I'm here as you can see. What do you want from me?"

A message arrives from the President.

MDIS Truman,

At this preliminary stage, I would appreciate it if you would try to form your own concensus with the representatives of the military, as my schedule will not permit me to attend most of your sessions. As MTIA, I will be attempting to determine whether there is a prospect of getting the US or EU arms embargos lifted. I have meetings scheduled with their ambassadors. If the conditions are not yet right, then we will look to other alternatives.

Major McGrath watches Admiral Tulp arriving, and that he looks quite angry.
He have all the reasons, the whole Hainan Star affair was a mountain of s**t ready to crumble.
"Admiral Tulp, it's good to see you. Before we start let me express my sympathy for the Hainan Star incident, you did your job out there, and i think that any good commander would have done the same things."

 

[HJ Tulp]

"Thank you Major, I frankly don't know what others would have done in my situation, I just know that I did what I did. I'm not proud of what I did though I think I did what was best for the nation. I can only hope the Court Martiall comes swiftly, I know General Levarge has almost everything ready to start with it. The only thing he needs is a green light from the MDIS actually as far as I know though I wouldn't be suprised if the Prez would do everything in his powers to stop it."

"Don't worry, i'm sure that the whole thing will go smoothly in your favour."

"Per Minister, i suppose you called us for the Reform, right?"

I did ask you for the Reform yeah.... ! And I wanted to tell Tulp privatly that I stand behind him. But I needed some 'good' reason to get him here... so I thought... 'debriefing of the OSO team' and the 'Reform' sound good as reason

I think this was the best you could have done. You see people with assault rifles rushing onto you... I should also have fired my gun till the last bullet. Too bad I don't have any anymore..."

 

[HJ Tulp]

"Thank you sir, I assume you will give General Levarge the green light to begin with the Court Martiall? And as we are here any way I suggest we begin with a discussion on the comming reforms? I have some ideas of myself. The President wasn't interested in them..."

"I'd prefer to write down an entire proposal, then present it when it's done to the president..."

"Well maybe you have more sway but to me it seemed like he was totally disinterested in the reform or the modernisation. Will your plan involve a back up incase the embargoes keep existing? Or is totally focused on a limited market?"

"Right now the President is engaged in talks with the US about the embargo...i think we should already make plans of reform, in both happenings: with or without the embrago."

"The President is interrested in the ideas I got from you... I'm talking about the Indo-Russian Fighter... I want more information about it, as fast as possible.
And Yes, I will give Levarge the green light."

"Allright Major McGrath, I can't wait to see your plans."

Turing to Truman...

"Well sir the plane is at this point all Russian. It is the Su-47 Berkut:

This plane will be able to compete with the newest European planes and maybe the new American ones as well. Espacially the for-swept wings greatly improve the fighters abilities. However the Russians are thinking of forgetting that concept and building the fighter on a more conventional basis because of the costs. We have good contacts with the Indians since a long time ago. We should try to get on board togheter with the Indians to build the fighter on the for-swept wing concept. This will provide us with a excellent airplane, a reliable source of spareparts consisting of ourselves and in the long run it could be very profitable as well. This could also form a basis for further cooporation between us and the Russians and Indians."

"That is one hell of a fighter! My field is another...i think we should start from a new personal weapons dotation, a new assault rifle, a new antitank weapon (both heavy and light), new personal armor (helmet, flak vest...), more light anti air.
Where can we find something like that other than the USA? Israel would be the most interesting solution."

Levarge takes a deep breath as he enters the elevator to the SCIF. After a swift descent, the doors open to a short hallway ending in a vault door. He places his hand on the geometry scanner, feels its inner warmth, watches the light glow up through his flesh. It beeps in recognition, and the vault door opens.

"Minister." He throws a snappy salute. "Admiral, Major." He nods to both men. "What have I missed?"

Truman stands up and shakes Levarge hand...

"Welcome General. Thanks for comming. You've not yet missed anything important. We are preparing to make a plan in case the embargoes are lifted - or when they are not.
Henry just showed me his plans for the new fighter. But I've just heared about the Mirages (Dragon Aircraft). You were CEO of ENDTech at the time they were tested, weren't you?
Thomas would like to see a whole new pack of armory and weapons. Not the usual US weapons... Perhaps we need to develop them ourselfs. About bulletproofvest... In the previous Term the President - then as MIDA - asked for buletproofvest for FLEA that would be able to stop bullets fired from a .36 gun at 2 meter distance. I think they have arrived yet at MIDA. I will ask the Prez.

By the way, you've got the green light for the proces against Tulp. I've been thinking I might be able to stop it, but that would be unacceptable for the public - and perhaps others."
