Foreign affairs

Eutopia must above all, stregthen her ties with the former provinces, so that both nations may co-exist, or in a diplomatic way try to re-unite the Island.

Also we Believe Eutopia must join the world community and be active within the international community. Eutopia should above all, strengthen her ties in the Atlantic nations, but never closing her eyes to other oportunities in other regions. We believe Eutopia shouldn't try to increase her influence in the world by the power of her military or by entering any alliances that are based on the military. Instead, Eutopia, must increase her influence by trade and by aiding poorer nations.



Military

The Military must be under civilian control and authority. Strategically, the role of our military is a defensive one. With the Secession of the French and Spanish Provinces and with the creation of the first Eutopian Land border, we belive the army should have a more important roll that it had before.

Eutopia must have a modern military in all brances. We support increased military funding to replace outdated and unsafe equipment, and to improve training facilities. With public knowlegue the military should be free to acquire equiment from any legitimate source. But we should focus more in becaming self sufficientand not buying so much from international sources. To do that, we belive the there must be a increase in the subsidies to ENDTech.

In the interest of continuing good relations with the US, we support the maintenance of a US military base at Farpoint. However, when off base, US citizens and military personnel who do not enjoy diplomatic status must be subject to Eutopia's laws in the same manner as every other resident or visitor.

Above all, we support the recent abolition of male conscription and the establishment of a purely professional army.



Education

We believe education until the end of secundary school should be free for every student. We belive every student is entitled to receive instruction delivered in any Eutopian laguage they choose, provided this is feasible and numbers warrant.

Secondary school: We believe every student must be able to speak two of the three major Eutopian languages on graduation.

University: We believe that post-secondary education must be accessible to all Eutopians; tuition is acceptable only if other sources of funding cannot be found, and must stay within reasonable (affordable) limits to avoid discrimination against students from underprivileged backgrounds.



Ethnic groups

The multicultural and multilingual diversity in Eutopia should be celebrated, never deplored.

The members of minority groups must have equal access to societal goods and services. Discrimanation because of the language spoken and/or race, of the individual, must be avoided in the judicary, government, other forms of public life, and the economy. Appropriate measures to prevent or alleviate all language-based disadvantage in those areas should be put in place.



Economy

We believe in the stable developtment of the economy, not just in economical growth for the sake of growth alone. We believe in capitalism with a human side, in a capitalism that is friendlly to the environment. A capitalism that, when embedded in strong systems of regulation, has proven effective in generating unprecedented levels of wealth. However, unfettered capitalism will produce socially disastrous outcomes. We believe that capitalism has to serve the public, not the other way around. We therefore support a social market economy, that is, a capitalist system with strong controls to ensure social justice.

We believe in a strong public system in areas such as natural resources, and in the provision of services such as health care, transportation, and utilities. A strong public system is not only desirable in terms of accessibility to all and social justice, but will also serve to stimulate the economy.



Public Transport

Public transport should *be* public; we support the nationalization of railways, bus systems and subways to reduce consumer costs and make public transport more widely accessible, provided these measures are financially feasible. We should also encourage public transportation as much as possible, by keeping user costs low and subsidizing senior citizens, students and the unemployed.

We also belive public transportation infrastructure, must be modernized so, that it employs modern and more clean ways of transportation.



Crime and punishement

We do not believe in incarceration with the sole objective of punishing the perpetrator. We believe encarsenation should be a way to protect the society from that individuals until they are rehabilitated to live in the Eutopian society. So we support a reform of the current system. Therefore we strongly oppose the death penalty.

We support the decriminalization of soft drugs such as marihuana, but oppose the decriminalization of hard drugs. The goal of a national drug policy should be to punish those who earn a livelihood from selling hard drugs, not to punish those who use them. In order to reduce the criminal potential associated with the drug market, the state should have the monopoly of the cannabis market. Privatization of this sector may be considered in the future if such a step is necessary or beneficial.



Terrorism

Eutopia needs strict ant-terrorist laws to protect its citizens and democratic institutions, and it must have a well-trained and well-equipped anti-terrorist service to achieve these gaols.

We must do all we can to eliminate local terrorist acts, but must take care not to do so at the cost of civil liberties. Care must also be taken in deciding who is and is not to be considered a terrorist.



Immigration and Citizenship

Any bona fide refugee must be granted unconditional asylum; they should be allowed to participate in the labour market. Prospective immigrants (permanent residents) should be able to communicate in at least one of the three major languages at the time of entry.

Applicants for citizenship must be permanent residents, must have resided in Eutopia for at least three years out of the four years preceding their application and must have basic communication skills in at least two of the three major languages.

The state should provide programmes which allow permanent residents to integrate into Eutopian society and acquire the skills necessary to apply for citizenship if they so desire.



Federalism

A complete centralisation doesn't seem advisable to us. We believe the regions and cities should get autonomy on all issues that they can handle themselves, but the government should be in control of all major areas of domestic policy.


Republic

We believe Democracy is the only know way to govern a country so we stronglly believe the Republic as the only fully democratic way to govern Eutopia.



Same sex rights

We strongly support equal rights and status for same sex couples in their relation to the state. This includes the right to a civil union.


Abortion

We support the right of mothers to choose, though abortion should generally not be available beyond the first three months. Parents should be provided with counselling to help them make an informed decision. In cases where the continuation of a pregnancy poses a risk to the mother's health, abortion should be available throughout the pregnancy.


Health care

We believe it is important to have some form of government organised healthcare to ensure everyone has access to basic treatment. Funds should be used moderately, and additional treatment cost paid by the patient should be mildly linked to wealth level.


Welfare

All individuals and groups are shaped by society and shape society in turn. Our fates are bound together; hence we have an obligation to society. In particular, those who benefit from the current organization of society have an obligation to protect the weaker members of society, and to prevent poverty, destitution, or the marginalization of groups or individuals.

The workforce and consumers must be protected through strict enforcement of economic regulations, a fair distribution of economic costs and the cost of government, and state control over sensitive sectors of the economy.

The effectiveness of labour in representing and protecting the interests of employees must be safeguarded. At the same time, society has an obligation to protect the unemployed and those members of society who are not able to fully and equally participate in the labour market.

We believe all Eutopians have a right to work, and all Eutopians who are able to do so should work in order to contribute to our society according to their means. However, due to the dynamics of the market, workers may at times be deemed redundant by employers. Employers and employees alike are responsible for ensuring that those who do lose work (and their families) do not face destitution by contributing funds to a government-run insurance programme. Government should also fund compensation and welfare programmes.



Environment

The environment is the foundation of our society, economy and way of life; its protection must be one of our primary goals, both for its intrinsic and instrumental value. Eutopia must give priority to sustainable development, the development of environmentally friendly technologies and the replacement of environmentally detrimental ones. We further need to renew our energy system in order to reduce the amount of pollution it produces, and to defend our forests and wildlife.

Thanks Loic, I hope we can keep it well maintained.

And I think Wilson will be pleased that it is quite new and clean. He put enough of his own work cleaning up the old HQ I think the newness of this place may shock him.

I'm going to have a drink, want one?

Then, if you have time, I want to report back to everyone about my meeting with the ESA, some ideas for joint action, and see if we want to formally adopt any new issues, either to our platform, or to an "agenda for action".

To explain the difference, I generally see our platform as an over-arching "Mission Statement" while very specific legislative ideas, such as reconsideration of a specific government program that's not working or taking a position on a current event would be more of a temporary thing and more flexible.

But more about that after I get some refreshements.

Thanks, I don't mind if I do. Back in my region of France we grew up on cider and graduated to applejack, but now I prefer cognac and orange juice, but I am not fussy, whatever you have will be fine.

I am somewhat concerned that joint demonstration with with ESA in Hurteau might lead eventually to more violence in that city. If there were no other means to right an injustice, that would be a legitimate part of the struggle.

However, if there are some signs, before the demonstration starts, that the AG is moving forward the review of the constitutionality of the ban based on the petition that Josephus Sergei Locke filed, or some similar case, then it might be a good idea to urge everyone to remain calm pending the announcement of the results of the review. If the AG hasn't really gotten the ball rolling by that time, then perhaps the most appropriate objective for the crowds' energy would be to get them to add their names to the petition that would still seem to be languishing before the Attorney General.

Loic, couldn't find anything like that, I can give you a hard cider or an Orangina with Vodka? Either way, help yourself.

Now then, welcome again to the HQ. As I was saying I've had a little conference with Josephus of the ESA and it looks like there may be a number of issues where we can work together. Our platforms aren't identical, so we don't want to get too interwoven, but I see a real chance to work together.

The most immediate thing is their invitation to join them in their rally, as a party. This would be to support the rights of the Muslims in this head scarf case. Loic has made some very good points. Wilson, do you have any thoughts on this? I'd be interested in hearing from John Kenny, too.

I think if we take Loic's words of advice, we can be a voice for moderation and solidarity, urging peaceful unity behind this cause, but showing that we're not going away and it won't be swept under the rug.
I think a petition is appropriate, and perhaps we can raise a little private money for whatever needs there are in the community, for the victims of violence, to repair or rebuilt damaged property, etc?

What do you think? Ol'Josephus has already set up shop in Hurteau, so we better not debate too long or we'll miss it!

The High Court has just ruled on the Attorney General's petition that the headscarf ban be ruled unconstitutional. They declined to do so, saying some limitations on schoolchildrens' freedoms were necessary due to the guarantee of free education from age 6 through 18. What may not be well understood is that this particular limitation must be shown to be necessary, or in the court's own words,
If it is the case that a school can demonstrate some reasonable and rational education-oriented policy as to the basis of its dress-code or behavior standards, then it is ruled acceptable. Otherwise, if the policy is not reasonable or rationally constued as an extension of the education Guarentee, and it is deemed to be irrational, arbitrary, or discriminatory, then it is in violation.
So there would seem to be a hearing, tribunal, or case to be heard to determine this, but it would not be a petition for judicial review like this last one, there would probably have to be a plantiff.

About the protest, I read in France, where can't wear a headscarf when they are taking your ID photo, that some devout Muslim women will clip or even shave the hair that is visible from the front, as the purpose of the scarf is to hide the hair not cover the head. Of course I am not Muslim, so I might have this wrong. So an idea for protest would be to have as many Nouvelle Acquitaine schools girls, especially those who are not Muslim, shave their head in sympathy. Can we book Sinead O'connor to appear at the rally? (She used to shave her head.)

It could be interpreted that while we are fighting to preserve the tradition of one religious group we are supporting the violation of another one.

Point taken re Sinnead. I was just trying to remember some female celebrity with a shaved head and she was the first one that I recalled.

Here's that Belgian beer Jean, sorry about the mix-up. Not used to have so many young folks around here, but I'll promise I'll get it right.

Personally, I'm pretty confused about this whole ruling anyway. Loic, you're a lawyer, perhaps you can shine some sunlight on this?

How did the case get to the High Court? That's an appellate court, right? Well, when was it heard somewhere else such that it was appealled by one of the parties?

Seems that it should have at least been heard by the Federal Tribunal.

Again, the law's not my area of expertise, but something doesn't smell right, here. Did the AG just pass the ducat, and bump it up so he wouldn't have to get involved?

Or am I reading the law books wrong?

As far as the rally, I don't think we have time to try to bring someone in from another country. The thing will be over before too long, so if we want to make a statement or participate, we should figure out what we want to do now and do it, or we could agree not to take a party position, and participate as individuals. But I think this would be a good issue for our party to be out front on....or at least now, just behind the ESA.

Ever since Teano v. Smith, it has been clear that the AG cannot act like an Attorney General in the US or a US state, and bring a case on behalf of the government. Here in Eutopia that is a cabinet minister's job. It used to be the MILE, but now it is the MIDA, which has been vacant since VP Vilms died. O'Floinn has been dropping hints all along trying to get someone to file a petition to get the constitutionality of the headscarf ban reviewed, but with Vilms out of the picture and Hawkton Tilly, the most experienced lawyer in the government, thinking that an actual case was needed, the government did nothing, and almost everyone else waited for the government, until Josephus and Al-Andalusi filed petitions. That was all the Attorney General needed, he could summarize the issue and get the high court to rule, because he was not initiating the process, the petitioners were, he was merely vetting it and summarizing it.

The ruling said the ban was not automatically unconstitutional, and set down standards by which it or other restrictions of freedom in schools would have to be tested. So now there can be a court case, challenging the ban, which would have to show that the ban was not necessary to permit the guaranteed education to be delivered. But it will require a suitable plantiff to sue who was been denied schooling for wearing a headscarf, who is willing to go through the ordeal and publicity of a trial.
