Minister, I've written a small report about how much punch we have left also. Another subject is the Naval Depot, this is classified information gentlemen and I hope that like everything that's said in this room it will stay a secret. A group of naval officers has almost discovered a scheme. A scheme in the Naval Depot. Apperently some corrupt bureaucrats buy second hand equipement and the 'profit' enters their pockets. This is the reason for many accidents. I wish to reform the naval depot so that there will be naval officers in control.

There is also the matter of confidence in the Armed Forces. The Marines are currently in Kirby, waiting until the situation in the WET has calmed down. What's happening in the WET? Nobody knows, Dr. deVlaminck the envoy hasn't been heard from. In the meanwhile I have to get shelter for the Marines. I was happy when half the Marines was send to protect several Governmetn facilities but what happens? Our men aren't trusted and send back. THat's something that disgusts me.

So we are back at talking about a meaningless army with the mission of defending coastal forts that were built pre ww1???

I propose a professional army of 3 divisions plus supporting units and a reserve ov 6 divisions plus supporting units.
A division is a lot larger than 10000 men which means that having 5 divisions with 54000 men wont be enough to even half fill them.

A division is aproximatly 20-25000 men.

The mission of the army is and has always been to throw any and all invaders back into the sea.
This is supposed to be done with having 3 army corps where the 2 infantry corps stay in areas designated them around the coast where they can be set in to delay the attacker until the armoured corps can get there to go for the kill so to speak.

However what should be done is to reform the structure of the army which is now regimental based and move it to a brigade based army. Each brigade would then get it's own supporting units such as artillery and such which would increase the flexibility of them significantly. The cost of this will innitialy be next to none but later on cost a bit more since it requires a increase in artillery and modern airdefence assets however as i have said the army can take a back seat initialy since the navy and airforce has more pressing needs.

I still claim that at least a total professional force of about 90-100000 is neccecary of which the army gets about 75-80000.
Then there should be a reserve which is larger about at least 200000 probably a bit more.

Well, unless I miss my guess, I would say the next major decision we as a commission need to make is which of the two army proposals is best.

We have Maj. Adal's proposal and General Goransson's. If we cannot come to a suitable compromise between the two, we will simply have to vote for one or the other. So, I will ask the Major and the General, do you think you two could sit down and pound out some sort of compromise proposal, or will we as the commission have to pick one? And do both fit within the 1.5 billion ducat baseline?

Once we have an army proposal, we will have basically finalized proposals for all branches of the service and will be very close to being able to make recommendations to Parliament.

I have said and will repeat that if we are indeed able to fulfill Gen. Goransson's specifications, then we should. My proposal would've been reasonably similar to his but for confusion vis-a-vis available manpower, so the point really is moot. The only real difference between our proposals is that he favors a traditional disposal of troops (ie 20-30k-man-strong divisions) whereas I think smaller divisions (~10k men each) would better suit our position as an island. But even this doesn't really matter: the point is to cover the entire coastline, and whereas he would do this likely by splitting up divisions, I prefer to have each entity independent c&c-wise... it really is arguing semantics.

The doctrine, in any case, remains the same.
1) A defense perimeter delays the enemy advance, long enough for
2) the troops not involved in delaying to be concentrated, and
3) to deliver a strong counter-attack punch, hopefully driving the enemy into the sea.

Ok, then we can put forth Gen. Goransson's proposal as the official Army Proposal found by the commission, and the Army can work out internal doctrinal changes on its own. I believe the General mentioned that he believed we could fit this plan into the 1.5 billion ducat framework, so unless I am mistaken, we now have our official proposals for all three branches.

Charles, you wanna say anything at this point? Can we present these proposals to parliament/the president and be done with the commission and get some actual action going? The government will probably want to see specific price tags on each item and where we intend to get them, so that should probably be the next order of business for everyone.
